The QRC Airborne ISR Division (QRCAISR) of Leidos has a need for a Personnel Deployment Analyst (PDA) at their location in Bridgewater, VA. The PDA must diplomatically negotiate deployment strategy within the context of a difficult and ever-changing set of customer and host nation requirements. They must then be able to effectively develop and implement guidance to Leidos personnel that complies with these requirements. These requirements include, but are not limited to, arming of US national employees according to US and host-nation law, deployment rotation planning, travel visa acquisition and compliance, Letter of Authorization and Common Access Card maintenance policy, Fort Bliss, TX CONUS Replacement Center (CRC) eligibility requirements, and export policy of data and equipment. The PDA will also work with various stakeholders to develop statistical analyses that improve internal processes and provide actionable data for use in deployment strategy, then train teammates on the use of the resulting information.
This position will report directly to the Personnel Logistics Manager. This role requires strategic planning of complex deployment actions for large groups of Leidos, subcontractor, and Prime company personnel, with little supervision. It requires regular negotiation with top level customer representatives in planning and implementing procedures that comply with complex policy, put in place by the US and host-nation governments. The PDA maintains effective communications with all Team Leidos internationally deployed personnel and coordinates scheduled rotations as well as emergency leave, medical evacuations and other operations involving the assignment and movement of personnel; maintains updated information on all deployment personnel such as deployment status, medical currencies, authorized weapons personnel/arming packages, individual training requirements, emergency contact data and other required information; schedules appointments in support of medical, shots, dental, weapons and individual training requirements; remains knowledgeable of and adheres to Leidos HR policies, Combatant Command personnel policies, and local base policies affecting contractor personnel; analyze and report valuable actionable data for use in improving deployment strategy and processes. Additional responsibilities may include assisting with onboarding of new hires and integration into local Leidos culture.
Bachelor’s degree with a minimum of four (4) years of relevant experience; additional years of experience may be considered in lieu of degree.
Previous administrative or Human Resources experience.
Proficient in Microsoft Office (to include Excel, PowerPoint, Word, and Outlook) as well as Adobe Acrobat Pro and SharePoint.
Prior experience analyzing and reporting complex information for use in producing actionable strategic data.
Ability to obtain a SECRET level clearance.
International personnel deployment experience.
Advanced Microsoft Excel and statistical analysis skills.
Proficiency with the Leidos hiring and other personnel actions databases, as well as proficiency in the Synchronized Pre-Deployment Operational Tracker (SPOT), Trusted Associate Sponsorship System (TASS), Aircraft and Personnel Automated Clearance System (APACS).
Strong written and verbal communication skills.
