Leidos is a large, multi-national corporation specializing in the management of complex technology programs.  We have an exciting opportunity working with the Office for National Statistics (ONS) to support the development and delivery of information technology services to the handling and processing of paper census questionnaires.  The 2021 Census Questionnaire Management (QM) program, Program Management Office is located in the Southeast of the United Kingdom, near the ONS Titchfield, Hampshire office with the predominance of IT engineering support being provided from the US, in Lanham, MD.

As part of this program we have the need for a Team Lead, who will be responsible for managing the development and integration of some of the system’s major components. Specifically, the team will be responsible for maintaining the Workflow subsystem which includes Enterprise Data Management and Production Data Management. The system databases are also managed under this group. The other significant effort that the Team Lead will be responsible for, is the maintenance of the Development & Test Labs - designing and managing the implementation of AWS architecture and physical devices including network devices.  Short duration travel to the United Kingdom for meetings with the Customer and/or 2021 QM Program Management Office will be required.

What You'll Get to Do:
In addition to Software Engineering responsibilities as detailed below, this individual will operationally report directly to the Chief Engineer and collaborate with our ONS customer counterpart(s) in the delivery of IT services.

The lead will collaborate to establish and ensure the use of software development processes. Provides technical and administrative guidance for personnel performing software development tasks, including the review of work products for correctness, adherence to the design concept and to user standards, and for progress in accordance with schedules. Coordinates with other IPT Leads and Chief Engineer to ensure problem solution and user satisfaction. Makes recommendations for approval of major systems installations. Prepares status reports and deliveries/presentations on the system concept to colleagues, subordinates and end user representatives. Collaborates in the definition of databases, tables, and entity relationships.  Manages high-level databases. 
Throughout the program, the candidate will be required to perform the following:

•Lead small team of Software Engineers and System Administrators.
•Utilize Software Configuration Management tools for tracking and managing team work.
•Manage the implementation of third-party products needed to support systems and applications, including development toolkits.
•Collaborate with other Team Leads on the integrated development of the QM System.
•Collaborate with the Test Engineering team in supporting the conduct of unit, functional, system, integration, end-to-end, and performance testing of the solution and address defects to meet application requirements.
•Select the technology products or application solutions to fulfill business needs.
•Lead the design, development, and testing of applications solutions to achieve the To-Be state.
•Prepare for solution deployment, deployment of the solution, and post deployment plans.
•Identify and manage all risks, issues and opportunities associated with the Workflow Subsystem.
•Support reporting/statusing requirements both within Leidos and the customer, including cost and schedule.

You'll Bring These Qualifications:
-Requires BS degree and 12–15 years of prior relevant experience or Masters with 10–13 years of prior relevant experience. May possess a Doctorate in technical domain.
•Experience with functional and/or technical aspects of enterprise commercial off the shelf software packages and custom development.
•Experience and core knowledge of change management principles, methodologies and tools.
•Acute business acumen and understanding of organizational issues and challenges, with experience working effectively within an Engineering department and interfacing with the customer.
•Experience communicating clearly and efficiently to team members and customers, verbally and in writing. Able to present ideas in a variety of ways depending upon audience and context. Excellent active listening skills.
•Enterprise Windows, Active Directory and Virtualization experience.
•Enterprise-class infrastructure/system engineering experience with Microsoft platforms running on servers- designing and implementing system infrastructure upgrades.
•Working knowledge of networking protocols and components including TCP/IP, DNS, DHCP, IP Networking VPN’s, switching, and routing.
•Server administration in a Win 2008 and 2012 domain to include AD, DNS and DHCP.
•System administration experience in an operational environment.

These Qualifications Would be Nice to Have:
•Experience in all phases of the Software Development Lifecycle (SDLC) and capability to work in agile development processes.
•AWS/Cloud Experience.
•Census experience preferred (any country).
