Job Description:

Leidos Defense Group is looking for a Program Manager in support to the United States Transportation Command (USTRANSCOM) Integrated Data Environment (IDE) & Global Transportation Network (GTN) Convergence (IGC) in the Scott Air Force Base, Illinois area.

The IGC is the Department of Defense (DoD) system of record for In-transit Visibility (ITV) and for Asset Visibility (AV).  The IGC Enterprise Data Warehouse (EDW) is a data repository of integrated transportation, logistics, and supply chain data that provides end-to-end visibility from requisition to delivery in theatre.  User of the EDW include Combatant Commands, Services, DoD and other federal Agencies. 

The PM is responsible for organizing, directing, and managing all aspects of the contract which includes project management, business requirements analysis and specific development, design analysis, web services development, software integration, data conversion, testing, release management, technical support and documentation support program processes and requirements and operational and maintenance (O&M).  The Program manager will provide overall direction of program activities, manage and maintain contractor interface with the customer, consult with customer and the IGC team to formulate and review task plans, deliverables, ensure conformance with program and project task schedules and costs and contractual obligations. The Program manager will establish and maintain technical and financial reports to show progress of projects, organize and assign responsibilities to subordinates, oversee the successful completion of all assigned tasks, and assume the initiative and provide support to marketing and business development personnel in identifying and acquiring potential growth and business opportunities. Responsible for managing and reporting internal controls, IPRs, and integrating all functional activities necessary to meet contractual requirements, program milestones, and customer requirements.

Primary Responsibilities include but are not limited to:

  • Ensures compliance with the Performance Work Statement (PWS), FAR, and other governing guidance and directives.
  • Responsible for establishing work priorities and direction to the program team personnel.
  • Resolves any problems associated with IGC projects and operations.
  • Governance of a project life cycle.
  • Overall business aspects of the contract and growth opportunities.

Basic Qualifications

  • Bachelor's Degree and 8+ years of prior relevant experience or Master's Degree with 6+ of prior relevant experience years.
  • Work experience may be considered in lieu of degree.
  • Must hold an active Secret Clearance
  • Experience managing cost, schedule and performance of projects
  • Excellent communication both verbal and written, with the capability of addressing senior management and peers alike. 

Desired Skills

  • PMI PMP Certification or DAWIA Level III in Program Management desired.
  • Agile development knowledge and framework.
  • Excellent analytical, technical skills, planning, and organizational skills.

*Teleworking may be available once acclimated, but must be local to the O'Fallon area for meetings on site.
