Leidos has an immediate need for a business area leader to support our federal energy business. The primary focus of this position is to provide leadership in executing and developing business within the U.S. Department of Energy’s (DOE) program offices related to energy analysis and modeling including the Energy Information Administration, Fossil Energy, and Energy Efficiency & Renewable Energy (EERE).
This job will minimally involve three primary areas of responsibility as: (1) Energy Analysis and Modeling Business Area Lead; (2) First Line Supervisor, and (3) Program Manager for Leidos EOP IV IDIQ contract with the Department of Energy’s Energy Information Administration (EIA) as well as other energy-focused programs.
Leidos currently provides an array of analysis and modeling services covering energy resources (e.g., renewable and fossil energy supply), energy conversion (renewable, fossil, and nuclear power generation and combined heat and power), and energy consumption (e.g., commercial, residential and industrial sector energy demand, and energy efficiency programs).
The Energy Analysis and Modeling Business Area Lead focuses on developing, assessing, and taking the lead in capturing new and follow-up business opportunities related to our portfolio’s broad energy-related capabilities and staff. In this regard it is important to be able to work as a team member with Leidos management and others responsible for business development and capture. Our clients are typically governmental organizations (e.g., EIA, National Energy Technology Laboratory (NETL), New York State Energy Research and Development Authority (NYSERDA)), but we also support commercial and non-profit organizations (e.g., Union of Concerned Scientists).

First Line Supervisor responsibilities revolve around providing primary supervision to approximately 15 staff members primarily supporting the EIA EOP IV contract following Leidos company policies and procedures, including review and approval of project activities spanning work planning, completion, quality control, and invoicing, weekly staff timesheets, review and approval of staff members’ annual performance goals, and semi-annual and annual assessment of staff members’ performance.
Program Management (PM) will primarily focus on our DOE/EIA EOP IV IDIQ contract that is currently scheduled to run through September 2021. PM responsibilities include working closely with client staff (e.g., contracts officer, contracts officer representatives, and client managers and subject matter experts), Leidos supporting staff, subtask managers and task order managers, Leidos project control, contracts and subcontracts staff, and our team’s subcontractors. Other programs include our NYSERDA support contract and our NETL Mission Execution & Strategic Analysis (MESA) support contract.
- Master’s degree in engineering, chemistry, or physics with 15-20 years of prior relevant experience or Doctorate degree with 13-16 years of prior relevant experience.
- Work experience supporting federal energy programs (e.g., EIA, EERE, Fossil Energy).
- Ability to manage large federal support programs.
- Ability to lead teams in developing new business.
- Exceptional written and verbal communication skills.
- Subject matter expert in energy analysis, energy modeling and/or energy efficiency.
- Strong relationships with federal customers in the energy sector.
- Significant and recent business development and capture experience, particularly in support of government programs.
- Significant and recent project experience working with DOE and EIA and other Federal government organizations, state energy organizations, as well as other pertinent energy-focused organizations, such as energy utilities, commercial companies, and other NGOs.
- Current or previous work as a staff supervisor.
- Current or prior work and a program and/or project manager of relatively large efforts (e.g., greater than $1 million).
- Excellent people management skills and desire to support staff training and career development.
