The Systems for Inspections, Recalls, Compliance Enforcement (SIRCE) and Imports program supports the Food and Drug Administration (FDA) Office of Regulatory Affairs’ (ORA) critical work to safeguard the foods, drugs, devices, biologics, and veterinary products that the Agency regulates. These systems continue to evolve to meet emerging business needs and to support new mandates and initiatives. It is important to analyze and implement advances in technologies that will improve efficiency and performance, leading to greater user satisfaction and reducing the cost of operations and maintenance (O&M). Effort is underway to develop state of the art applications that can be used on various platforms and to retire some of the legacy systems with modern and efficient applications. This position is to support the program Change Management (CM) team and is an entry level position. The candidate will be working with the team of CM professionals currently a team of five in a geographically diverse environment.
Primary Responsibilities
Specific roles & responsibilities for the entry-level Change Management (CM) position include but not limited to the following:
- Work with CM team in understanding the CM business needs and determining appropriate resolution to support the team workload and deployment schedules.
- Manage documentation review and approval based on FDA business and project needs and specific program requirements.
- Collaborate with the CM team, program team, and product leads in ensuring software releases are implemented correctly and meet customers’ expectations and timelines.
- Identify and evaluate solutions to complex system problems with mentoring and coaching from more senior team leaders.
- Actively participate in the discovery/validation/verification process throughout the development life cycle.
- Actively engage in process improvement initiatives.
- Provide support for CM tools such as SonarQube, Git, Maven, ant, Subversion, Jenkins, Bamboo, currently used in the software development environment.
- Schedule flexibility with the potential for occasional off shift (6PM – midnight) support for deployments and potential weekend deployments.
This position will require schedule flexibility to support evening or weekend deployments that are performed on a shared rotation basis with other team members. Travel may be required to either the Baltimore or Rockville site to support team meetings on an occasional basis at employee’s own cost. Advance notice will be provided if travel is required. The position may allow some telework flexibility after the candidate has demonstrated competency in their workload and assignment with prior management approval.
Basic Qualifications
Strong verbal and written communication skills
BS degree in Computer Science, Information Technology or related field and 0-2 years of experience
Schedule flexibility: Ability to support multiple schedules within a team environment to support late deployments as needed.
Strong interpersonal skills in a diverse team environment
Rapid learner who can pick up new tools and technology and be able to maintain and administer SW CM tools
Interest in learning software configuration management and maintaining a software baseline in a highly complex environment with 50+ applications and 4 environments
Ability to collaborate and review change requests for accuracy
General knowledge of EPLC lifecycle requirements on a government contract
Working knowledge and experience with MS office tool suite (Word, Excel, PowerPoint)
Attention to detail
Ability to obtain and maintain a Public Trust security clearance - US Citizenship, Permanent Residency, or Green Card Holder required
Preferred Qualifications
Desired Skills include experience with or knowledge of Software CM tools: Subversion, SonarQube, Git, Maven, Puppet, Bamboo, and Nexus.
Related Software technologies: Maven, ant, Java, Jenkins Pipeline Defined (Groovy), Perl.
Change Management tools: JIRA and ServiceNow.
Software Development methodologies: Agile, Scaled Agile Framework (SAFE), Continuous Integration/Continuous Delivery, DevOps, Release Management
Experience with Sharepoint for publishing program data
