More About the Role:
The contractor supporting this position shall interpret and define policy guidelines, develop and implement specific guidelines to meet localized requirements, and monitor program effectiveness. The contractor shall participate in program and project planning efforts to evaluate the need for security requirements and recommend equipment, methods, procedures, and systems.
What You'll Get to Do:
- Assist with the oversight and the execution of the Intelligence Community polices and
directives within the Intelligence complex and serves as a DOE focal point for queries
involving detailed advice for the Sensitive Source Reporting Program (SSRP) and
CAP/SAP. Assists the Security Division to ensure compliance with security
requirements for accrediting CAPs/SAPs facilities and compartmented areas.
• Supports and provides oversight in all aspects of security implementation and operation
requirements for SSRP, CAP/SAP, NATO, and classified document accountability.
Reviews and provides comprehensive evaluations of proposed security policies and
standards. Develops position papers on the operational problems associated with
proposed policy implementation, the clarity of policies and stands, ant the impact on
existing policies, planning, and operations. Interprets security policy and develops
comprehensive guidance and instructions to supplement DOE and IC policies to address
unique operational requirements.
• Provides subject matter expert advice and counsel to the Director, Office of Intelligence
and Counterintelligence (IN), the Deputy Director, Counterintelligence Directorate, and
the Directors Field Intelligence Elements concerning all matters of SSRP, CAP/SAP, and
NATO security. Provides insights and leadership and coordination within the DOE
complex in the development and implementation of classified guidance for
compartmented activities concerning SSRP, CAP/SAP, and NATO. Represents IN at
DOE and IC interagency meetings, task groups, and working groups responsible for
policy clarification, protections systems, and other security-related issues or
developments that would potentially impact IN operations.
• Assists with periodic inspections and Staff Assistance Visits of DOE accredited
SCIFs/SAPFs to determine compliance with existing standards. Conducts inquiries into
reported security infractions, violations and compromises of classified intelligence
information and submits investigative reports to the Director of Security. Analyzes
security violations to determine the adequacy, appropriateness and consistency of
corrective actions to prevent recurrence. Analyses operations and develops innovative
solutions on security related issues. Works with other organizations elements to resolve
security program issues.
• Assists with the development of a security awareness and education program for DOE
headquarters and laboratory security personnel to use for security education purposes
specifically focusing on the requirements of the SSRP, CAP/SAP, and NATO programs. As such, the incumbent shall use material contained in DOE Orders, Executive Orders,
and DNI Directives.
• Analyzes and adjudicates requests, for SSRP, CAP/SAP, and NATO access submitted by
DOE employees and DOE contractor offices, verify "need to know" criteria, and
determine eligibility for access. Conducts indoctrination briefings and debriefs personnel
no longer requiring access to this material. The individual provides security awareness
briefings on the security requirements for protecting SSRP, CAP/SAP, and NATO
material. Assists with certification of SSRP, CAP/SAP, and NATO accesses to a wide
variety of other organizations and agencies within the IC, nationwide.
You'll Bring These Qualifications:
-Requires a BA degree and 4–8 years of prior relevant experience or Masters with 2–6 years of prior relevant experience.
-Position requires contractor to have earned an Associate Degree from an accredited university or college in a business related field; Bachelor Degree desirable.
-Contractor must have 3-5 years’ experience and a working knowledge in security principles,
concepts, and methodologies in carrying out assignments by performing work in the following
sub-disciplines with minimal direction:
- Personnel Security
• Physical Security,
• AIS Security,
• Technical Security,
• Cyber Security, and
• Information Security
