Job Description:

Leidos is looking for a high performing candidate to fill a position supporting the nation's nuclear deterrence mission with the National Nuclear Security Administration (NNSA) Office of Defense Programs as a Project Manager and Program Analyst for the Lithium Modernization program.  The Project Manager and Program Analyst focus would be to support programmatic oversight of the Lithium Modernization program scope and the Lithium Processing Facility (LPF) project and provide advice to the Lithium Program Manager on LPF project execution, specifically on design and program requirements and delivery and impacts to overall project performance, and efforts to reduce programmatic risk, sustain existing capabilities, plan and execute Lithium infrastructure and supply strategies, and extend the operational life of existing facilities.  These efforts support the broader Lithium Mission Strategy and National Nuclear Security Administration’s commitment to relocate lithium processing capabilities into LPF. 

This position is a full-time contractor position located in the NNSA offices on the Forrestal Building in Washington, DC.


. For the Federal program manager, perform project management functions to include analyzing project schedules and status, reporting on results, and tracking action items on technical projects undertaken by lithium production facilities for nuclear weapon materials.

. Assist overseeing various construction or capability investment projects, including attending project reviews, participating in peer review or technical project reviews, developing project documentation per DOE O 413.3B as directed, and coordinating with relevant DOE/NNSA offices and support organizations on project management and guidance. This includes providing support for the management of major recapitalization efforts.

. Work with the Federal Program Manager to leverage cross enterprise competencies, precedents, and designs to lower risk of sustaining and modernizing critical sections of strategic nuclear materials infrastructure.

. Provide program management support in the preparation, coordination, evaluation, review and analysis of program requirements documentation, program plans, execution/implementation plans and tracking, monitoring, and reporting of program-specific milestones and updates of annual performance measures.

. Manage annual, quarterly and other periodic reporting requirements, including program reviews, providing programmatic input, and coordinating NNSA site meetings associated with program deliverables.

.  Analyze, format, and support budget justifications to senior Federal management and external organizations, such as Congress and the Office of Management and Budget.

. Clearly and concisely convey analysis results to all levels of Federal management in support of programmatic decisions.

Required Clearance:  Active DOE Q and/or DOD TS clearance


. Bachelor's degree from accredited university/college required, with a strong preference for a degree in an engineering, physical science, or business management. Advanced degree is desirable.

. A minimum of 12 years of professional experience is required; some of which must be demonstrated to be in program or project management, including such functions as project reporting on design/build status and progress, conducting quarterly program/project reviews, preparing budget briefings, developing program plans, correspondence routing, and general task management.

. Must have working level knowledge of capital construction projects within the DOE/NNSA complex or on other large government construction project.

. Must have familiarity of strategic materials management activities and projects.

. Must have excellent written and verbal communication skills with demonstrated experience in developing briefings for senior and executive management.

. Proficiency in the Microsoft Office suite with particular emphasis on word processing, presentation, and spreadsheet applications (MS Word, MS PowerPoint and MS Excel).

. Familiarity with the NNSA planning, programming, budgeting and execution (PPBE) process and Congressional out year budget request/cycle process and contract administration expertise.

. Familiarity with NNSA Defense Programs activities and nuclear weapons experience desired.
