Job Description:

Leidos Defense Group is seeking a dynamic Program Manager in Newport, RI. The successful candidate will be the Program Manager of the GOCO depot-level repair facility for US Navy and FMS submarine and surface ship systems located at the Naval Undersea Warfare Center (NUWC) Newport, RI.  All program personnel work on-site at the GOCO facility.  Facets of the depot mission include Production Operations (array repair as well as light manufacturing related to the final assembly of tow cables and module hose assemblies), Quality Assurance, Planning, Logistics/Shipping, Facilities Management, and Configuration Management/Production Support.  A manager who is subordinate to the Program Manager leads each function, made up of approximately 135 exempt and wage-determined employees.  Analysis of Fleet requirements and Intermediate Maintenance Activity sparing levels as well as product line capacity and available depot resources is a continuous process used to establish repair/production priorities.  The Program Manager coordinates effort between all departments and is the primary interface with the government Technical Project Manager (TPM) concerning depot performance, and designated the Senior Technical Representative (STR) for the contract.

Responsible for planning, organizing, securing and managing resources to bring about the successful achievement of the goals and objectives of the depot. Duties include ensuring that the program runs within scope, time, and budget constraints while achieving output goals and meeting US Navy fleet requirements. The PM provides critical interface with subordinate task and functional leaders, subcontractors, and support personnel. Has Profit and Loss responsibility.  Manages a team of experienced professionals who exercise latitude and independence in their assignments. Has hiring, firing, promotion and reward authority within approved company processes.

Basic Qualifications

  • BA/BS or equivalent experience and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience plus 4+ years of experience supervising or leading teams or projects.
  • 4+ years’ experience managing government contracts/task order execution and compliance.
  • Prior management experience supporting the operation of an industrial or depot repair activity.
  • Must be able to obtain and maintain a Department of Defense security clearance at the SECRET level.

Preferred Qualifications

  • Prior Senior Technical Representative (STR) or Technical Project Manager (TPM) experience, either officially designated or supporting those responsibilities
  • Documented familiarity with US Navy towed sonar systems and their general use
  • Documented familiarity with US Navy operations and logistics practices
  • Prior experience supporting NUWC Newport contractor work
