The United States Space Force (USSF) Enterprise requires advanced persistent cyber defenses against nation state threats to operations. The USSF is leading the effort in defensive cyber operations and continues to codify command and control (C2) roles and responsibilities to facilitate rapid identification / reporting / response of anomalous cyber activity within the space enterprise and integrate threat-based intelligence at all operational levels. SMC/ECXCO is designated as the responsible office to provide enterprise level DCO capability to the Space Enterprise.

Leidos is seeking a Scrum Master / Lead Agile developer for a critical and strategic new opportunity supporting the United States Space Force/Space and Missiles Command Enterprise Space Cyber Branch (SMC/ECXCO). Applicant will lead SAFe principled agile DevSecOps design, development, and maintenance of an integrated DCO solution. This capability will capture and unify data from enterprise CMDB systems, compliance scans, cyber intelligence, and real time operations to provide enhanced situational awareness and capabilities to defend critical national infrastructure. They will champion the adoption of architectural and S/W design patterns and DevSecOps best practices supporting builds upon code change and fully automated deployment to various environments using standard industry tools. Duties include support and facilitation of software requirements analysis, risk identification, risk mitigation, and collaboration across DCO product/Agile teams. This also includes software tools and scripting languages used for design, development and maintenance of on-premises and cloud infrastructure and platforms with specific emphasis on Java, Python, javascript, and CSS. This role is responsible for identifying software and hardware dependencies and capacities. Resource will have experience and ability to mentor team resources in systems engineering, software development, training, security, and testing to help develop a cross functional team capable of supporting dynamic innovation research & development activities. 

These capabilities are to be provided by Leidos via a small Agile SW Development team, co-located with the SMC/EXCO customer in Colorado Springs, CO.  This is a full time position that must work at a customer location and no telework is allowed.

Primary Responsibilities:

  • Demonstrate the ability to support SMC/ECXCO’s prototyping effort to stand up and sustain a

    DevSecOps pipeline over 18 months.

  • Lead agile development team in the planning of tools, artifacts, and prototypes for delivery at 2-week sprint conclusion inside 3-month Product Increments (PI) and an 18-month Epic.
  • Provide expertise in developing hardened code following industry best practices and in accordance with applicable DoD and DISA policy and guidelines.
  • Assist Government Product Owners in analyzing projects from the DCO-S product backlog to prioritize and present detailed options for delivery during the next PI.
  • Participate in Government led DCO-S PI planning process.
  • Assist Government Product Owners with integrating the tools/artifacts/prototypes into the DCO-S capability build package that is remotely pushed via management servers.
  • Provide expert assistance in the integration and initial test and checkout of deliveries.
  • All work is done at the unclassified FOUO security level.
  • Assist the Government in designing and developing the integration of the four DCO product lines.
  • Oversee configuration management, on check-in software builds, automated testing & reports, and environment deployment activities.  Resolve and de-conflict build and integration issues helping the government to understand impacts on demonstrated products and deliverables.

Basic Qualifications

  • Requires a Bachelors degree and 12 - 15 years of prior relevant experience or Masters with 10 - 13 years of prior relevant experience. In lieu of a Bachelor's degree, 18 plus years of experience in a related field may be considered.
  • Proven Agile Leadership / Scum master expertise  (SAFe expertise is desirable).
  • Proven Agile and DevSecOps development and configuration experience.
  • Proven system/ micro-service integration expertise leveraging a integration broker with an emphasis on hybrid environments, real-time analytics and non-traditional database technology.
  • Experience in Java, JavaScript, Python, CSS, .Net, SQL, data modeling, and interface modeling
  • Experience in DevSecOps CI/CD build automation tools.
  • Must be able to obtain a Secret clearance.

Preferred Qualifications

  • Defensive Cybersecurity Domain expertise – specifically in working with sensor and system audit tool output formats (both file and APIs).
  • ITSM tools domain expertise – specifically in working with CMDB, ticket, and system uptime and performance monitoring output formats.
  • Experience in using Python or other scripting languages to integrate with network and enterprise IT tool CLI API interfaces.
