Leidos is seeking a Sr. Technical Business Analyst . This is an exciting opportunity to use your experience helping the IOSS mission. The mission of the Department of Veterans Affairs (VA), Office of Information & Technology (OI&T), Information Technology (IT) Operations and Services (ITOPS), Infrastructure Operations (IO) is to support One VA world-class service to Veterans and their families by delivering results-oriented, secure, highly available, and cost-effective information technology services. IO support helps to provide critical services focusing on consistent availability of Veteran-facing applications and quick delivery of benefits for Veterans

Hours for this opportunity  8:00 a.m. – 4:30 p.m. Central Time Zone Monday - Friday   

Position is Remote. Qualified candidate must live within the United States, Work hours must be within the central time zone.

Primary Responsibilities

This position is responsible for managing the intake and on boarding of various data from applications and systems working with system owners, identifying key performance metrics relative to the overall health of the system and system components including the underlying infrastructure key performance metrics, operational thresholds and event triggering mechanisms for alerting and investigation.

  • Experience in the effective use of data provided by cost estimators to create overall cost versus benefit assessment.
  • Manage intake of new applications/systems for Monitoring Division

  • Ability to perform data analytics in support of business requirements. 
  • Ability to correlate business requirements with monitoring deliverables and translate monitoring capabilities to business customers in support of better understanding.
  • Understanding of the bus. processes and metrics (SLA) used by the Business
  • Business Acumen and preferred understanding of VA Portfolio
  • Experience with at least one monitoring tools, ticket management systems; Service Now, Introscope, Splunk, AppDynamics, and application monitoring toolsets.
  • Candidate will be responsible for considering functional benefits, technical performance, risks, and schedule concerns.
  • Responsible for the execution of team monitoring, proactive engagement, problem identification, analysis, reporting, coordination, tracking, and resolution.
  • Understands problems in business context to identify critical transactions that may be at risk, prioritize problem resolution efforts, dispatch the right resources, and fix problems affecting key functionality or end users.
  • Reviews and updates business-specific dashboard views, providing a tailored display of scheduled events, incident tracking, and metrics.
  • Ensure forthright communication and coordination of high-priority monitoring requirements with business and OIT leadership; acts as central point of contact for business engagements.
  • Ensures team cohesion, cross-functional coordination, and collaboration.
  • Ensures responsiveness to staff and customer initiatives and requirements.
  • Supports SLA monitoring and engagement activities.
  • Participates in Project Management activities/meetings as related to business-centric releases and developments
  • Responsible for the maintenance and development of performance data collection and reporting (dashboards).
  • Provides liaison to OIT enterprise leadership, business customers and end users
  • Evaluate and determine specific intake criteria (e.g. underlying infrastructure, system architecture components, end-user-experience tools such as Aternity and AppDynamics
  • Ensure intake documentation complete (e.g. systems documentation, application work flow and key performance metrics, operational baselines and alerting thresholds, fact sheets for key points of contact and existing monitoring and trouble ticket integration)
  • Determine and Manage schedule for assessing, documenting, creating application or system migration plan, completing any required load, test, migration and roll back plans and documenting key performance metrics, operational baselines and event alerting thresholds
  • Coordinate with other groups to onboard application/systems (Systems owners, VA PM’s and IT Specialists, support contractor teams and VA Sr. leadership
  • Manage/conduct EM (Need Definition of EM – Believe it stands for Event Management) tabletops/walk-thru of escalation run. List any certifications or specialized skills/training required for the position continued such as PMP, ITIL, CMMI etc. *  
  • Expedite and coordinate services to assist in managing complex enterprise projects.
  • Manage assigned tasks to completion within the schedule, budget, and scope of the project.
  • Ensure objectives of the projects are achieved.

Required Skills:

Technical experience with one or more of the following: Service Now, Introscope, Splunk, AppDynamics, and application monitoring toolsets Excellent communication skills at all levels. Experience with Service Now Visual Task Boards to track actions and report progress.

Ability to escalate critical path items and identify impediments for management consideration and assistance.

Basic Qualifications

  • Bachelor Degree and 5 years of experience.  8 years of additional experience in lieu of Degree.
  • Must be US Citizen living within the United States with ability to obtain a Public Trust Clearance. Federal Contract Requirement
  • Ability to work in a matrix team environment, actively and effectively managing relationships with customers, build and release managers, technical teams, product development, project managers, and other application managers.
  • Experience leading information technology projects involving innovation and/or modernization.
  • Experience developing and reporting upon metrics relative to operational and financial performance.
  • Excellent organization and analytical skills.
  • Exceptional ability to communicate with leadership, staff and customers
  • Manage shift operations and engagement across all lines of effort for the assigned shift.
  • Must have experience with at least one of these tools: Service Now, Introscope, Splunk, AppDynamics, and application monitoring toolsets.
  • Ensures team cohesion, cross-functional coordination, and collaboration across shift structure (turnover) and enterprise partners.
  • Ensures responsiveness to staff and customer initiatives and requirements.  
  • Responsible for the maintenance and development of performance data collection and reporting (dashboards).
  • Provides liaison to OIT enterprise leadership, business customers and end users
  • Compiles disseminates daily shift turnover/pass-down reports

Preferred Qualifications

  • Experience with Solar Winds, XpoLog, and Aternity Prior VA experience and recent VA credentialing (e.g. recent on-contract work). Understanding of VA critical business systems for delivering Veteran health and financial benefits. Ability to quickly assess and understand critical business systems and associated business transactions to report and manage representing the overall application and/or system health.
