Leidos has an opening for a Proposal Leader on the GSM-O I & II Program Operations team.  Preferred locations are King of Prussia, PA; Columbia, MD; Reston, VA or O'Fallon, IL.

POSITION SUMMARY:
GSM-O is a worldwide team currently with fifteen active task orders.  While the preferred locations for this role are PA, MD, VA or IL, a virtual team is supported.  This is a high-paced environment with over 70 ROMs and proposal on average per year making a significant contribution to the overall business objectives.  This is a hands-on role where the leader not only provides direction and guidance but also analyzes the results to ensure a complete, comprehensive and compliant proposal, and has budget responsibility for the proposal efforts.  The role has internal customers including reporting into the Operations PM, the GSM-O PM, Task Order PM’s and Leidos BD. Externally the role includes interfacing with DISA and DITCO customers for proposal alpha contracting, proposal coordination, look-ahead and negotiation. 

PRIMARY RESPONSIBILITIES:
•Leading the team that executes the proposals from initiation through award to include: defining the proposal timelines, coordinating with Task Order PM’s and/or technical SMEs to determine or derive proposal solutions from requirements, leading the efforts across the functional groups engaged in the individual proposals, including contracts, subcontracts, finance, pricing.  
 •Knowledge of the proposal process across all functional areas, strong planning and leadership, agility to adjust and accommodate multiple dynamic and time-sensitive priorities, awareness to customer priorities, strong communication skills.  
•Some surge support is required depending on specific proposal timelines.  
•Provide team leadership and coordination in project planning, team assignments, schedule coordination.
•Provide leadership in the project definition and management of ROMs and proposals from initiation through negotiation and award.
•Work with the TO PM’s, technical/programmatic subject matter experts to determine or derive a proposal solution within the customer-determined timeframe.
•Ensure all elements of the proposal make sense and are both defendable externally and complaint internally.
•Prepare and present effective messaging and chart packages regarding the opportunity, offer summary, risks, and dependencies. 

BASIC QUALIFICATIONS:
•Bachelor’s degree with 11+ years of experience.
•Balance of programmatic and system engineering skills.  Knowledgeable of programmatic, finance, contracts and technical aspects of programs.
•Strong planning and analytic skills for evaluation of solutions and implementation of corresponding proposal content.
•Strong soft skills for leading and coordination multiple functional areas contributing to the proposals.
•Strong tools skills in Excel and PowerPoint.
•Hands on action oriented and attention to detail.
•Excellent written and verbal communication.
•Positive, can-do attitude under challenging timelines.

•Must have an active DoD Secret security clearance and be able to possess a Top-Secret clearance.
