The Government Health and Safety Solutions operation currently has an opening for a Program Manager to support a large healthcare contract in Baltimore, MD & Washington, DC.  

The Program Manager will be responsible for strategic direction for software development team and operational models to align with customer’s changing regulatory and operational needs.  The position will also serve as the central point of contact to interfaces with customer management personnel, customer contracts staff, and other officials relative to program performance.

Specific responsibilities include:

Lead the software development and maintenance strategy, architecture, service delivery standards, and procedures for the enterprise.

Analyze and predict trends and develop long-range plans designed to maintain cost effectiveness and competitiveness of the enterprise’s IT infrastructure – specific to the Customer environment and taking into account Industry technology trends.

Participate in IT strategy planning activities, bringing a current knowledge and future vision of technology and systems and best practices (e.g., ITIL) as related to the needs of the business.

Proactively research and recommend courses of action to prevent problems and to maintain high service levels for the user community.

Utilize metrics, key performance indicators, and service level agreements for driving the performance of IT service delivery.

The Program Manager will be responsible for the operations and all necessary aspects of planning, implementing, operating and maintaining a large program.  This person will be responsible for multi-site coordination and management.  This candidate should have hands-on experience with planning technology modernization projects that implement modern frameworks and IT architectures.  The candidate will provide management, technical leadership and organize the activities and personnel associated with complex software development projects. Coordinates planning and production of all the contractor's support activities. Demonstrated experience relative to oral and written communications with all levels of management for planning and control of projects. Formulates and reviews project plans, determines cost, and ensures conformance to work standards. Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates.  Assigns, schedules, and reviews work of subordinates. Able to evaluate proposed information systems to determine technical feasibility with government specified technologies, cost for implementation and operation, as well as functional adequacy. Demonstrated ability to manage a team composed of analyst/programmers/engineers and specialists in designing and implementing IT software and infrastructure systems.  Large-scale batch processing experience is a plus. Applicant must demonstrate the ability to work independently or under only general direction.

Qualifications:

  • BA/BS or equivalent experience and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience.  Experience may be substituted in lieu of degree.
  • Project Management (PMP) Certification
  • Must be able to obtain an CMS Public Trust Clearance

Desired Qualifications:

  • Earned Value Management (EVM) Experience
  • Experience supporting the Centers for Medicare and Medicaid Service (CMS), or associated Operating Divisions, the Social Security Administration, or similar Federal Agency Customer environment.
