Job Description:

The Enterprise and Cyber Solutions (E&CS) Operation within Leidos’ Defense Group has an opening for an Engineering Matrix Manager for the U.S. Navy’s Next Generation Enterprise Network – Replacement (NGEN-R) Service Management, Integration, and Transport (SMIT) program.  NGEN-R SMIT is the largest IT services program for the Navy. Under this program the Leidos team will deliver the core backbone of the Navy-Marine Corps Intranet, including system engineering, network modernization and transformation, cybersecurity services, network operations, service desk, and data transport. Ultimately, Leidos will support the Navy in unifying its shore-based networks and data management to improve capability and service while also saving significant dollars by focusing efforts under one enterprise network.

The successful candidate will report to the NGEN-R SMIT Engineering Manager and will be responsible for the implementation and management of a matrixed engineering group that supports the preparation and execution of project TOs supporting both internal and external customers. The candidate will lead the engineering proposal support team responsible for the development and coordination of customer ROM requests and engineering proposal responses from initiation through award.  The candidate will oversee requirements analysis with the customer and engagement with Leidos functional/technical groups to formulate a sound technical approach, develop proposal artifacts including the basis of estimates (BOE), proposal IMS, staffing profile, and pricing data. The candidate will oversee all aspects of the proposal process to ensure compliance and necessary approvals.  The candidate provides for the development and staffing of skilled resources for evolving task order mission requirements.  The candidate will develop innovative and effective training and sourcing/staffing approaches. The candidate will also work closely with Human Resources and Talent Acquisition to develop an efficient process for sourcing, interviewing, and onboarding candidates.

Primary Responsibilities

  • Lead the development and coordination of proposals from initiation through award, to include: defining the proposal timelines based on the required content and customer timeline, working with the various functional areas, including task order SME’s and functional groups contributing to the proposals to ensure all elements are appropriately and compliantly incorporated. 
  • Engage with all related functional groups, including contracts, subcontracts, finance and pricing, to help define and characterize the proposal solution and translate that into proposal artifacts.
  • Coordinate all aspects of ROM and proposal content across the various involved functions from initiation through negotiation and award.
  • Review, analyze and evaluate pricing output for complete, correct and complaint proposals.
  • Engage with the technical/programmatic subject matter experts to develop executive level briefings for leadership review and approval.
  • Develop, implement, coordinate employee redeployment actions to and from NGEN-R task orders as needed to meet demand signals
  • Coordinate with TO program managers to solution staffing needs and proactively work with Human Resources and Talent Acquisition to source candidates
  • Engage with NGEN-R SMIT project manager managers, engineering service leads, and team members across NGEN-R SMIT’s geographically dispersed team
  • Develop and implement staffing, training, and upskilling necessary to meet the skill mix and staffing efficiency requirements for engineering, operations, and projects support
  • Develop and implement rewards/recognition and career growth initiatives for NGEN-R engineering team members

Basic Qualifications

  • Bachelor’s Degree in a related field and 12 plus years combined experience in IT engineering management, IT project management, and IT project execution with 7 plus years of supervising or leading teams
  • Experience shall include regular communications with the supported organization’s senior executives and direct accountability for managed activities.
  • Candidate must be able to obtain a secret DOD clearance
  • Possesses broad knowledge base with key IT technologies, system engineering, IT processes and lifecycle methodologies, technical project execution and management, and IT modernization and transformation
  • Experience in the development of engineering basis of estimates for both competitive acquisitions and sole source task orders
  • Experience with the creation of schedules for engineering projects (task orders)
  • Excellent written and oral communication capability
  • Experience and ability to successfully negotiate and influence others to understand and accept new concepts, practices and approaches.
  • Communicate critical and time sensitive program-related information directly to the NGEN-R senior leadership and customers
  • Create a culture which drives continuously improved service delivery
  • Develop and implement rewards/recognition and career growth initiatives for NGEN-R engineering team members
  • Ability to manage and monitor staff attrition trends
  • Ability to drive employee culture change and transformation
  • Prior experience managing remote employees and teleworkers
  • Experience managing direct employees and overseeing subcontractors
  • Experience as second line manager, i.e. manager of managers

Preferred Qualifications

  • ITIL Certification
