Job Description:

Leidos is seeking a highly experienced Program Manager with at least 12 years of combined management and technical experience to provide enterprise IT services for the U.S. Army Corp of Engineers.

Primary Responsibilities:

-The Program Manager (PM) will provide management, direction, administration, quality assurance and leadership.

-Responsible for the overall health, welfare, and safety of all program employees.
-Establishes and manages the work schedule for the entire operation.
-Establishes and manages work priorities, and provides guidance and oversight to Program operations.
-Resolves any problems associated with the operations.
-Ensures compliance with the Statement of Work (SOW), Federal Acquisition Regulations (FAR), and Department of the Army (DA) regulations as required.
-Ensures inspections and training requirements are performed, documented, and submitted on time.
-Establish quality policy and objectives.
-Interfaces with the Government appointed Contracting Officer (KO) and/or Contracting Officer Representative (COR) as required.
-Provides Senior Government and company officials with oral, written and graphic reports.
-Responsible for providing direction to program team personnel.
-Serves as the primary POC for customer interface.
-Responsible for managing and reporting internal controls, IPRs, and integrating all functional activities necessary to meet contractual and customer requirements.

Basic Qualifications:

-A Bachelor's degree and a minimum of 12 years experience or a Master's degree with a minimum of 10 years experience with the management of an Enterprise IT Service Delivery and Management Program similar in size, scope, and complexity to the requirements of this TOR.

-Seven years of experience with the management, manpower utilization, and supervision of employees (including subcontractors) of various labor categories and skills in projects similar in size and scope as proposed for this TOR.
-ITIL® Master Level Certification.
-An active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.

Desired Qualifications:
-Seven years of experience developing a strategic vision for a complex organization, balancing modernization needs with critical daily operations and maintenance requirements.
-PMP or PGMP Certification.
-Seven years of experience managing programs or projects in a DoD environment.
-Seven years of experience leading the successful transition of IT service delivery to an ITIL/ITSM framework for a large, worldwide organization.
-Seven years of experience with the Federal procurement process.
-Seven years of experience with the administration of cost-type contracts.
