The Defense Group has a dynamic job opportunity for a Performance Data Analyst in support of our ARL-E program located in Manassas, VA. ARL-E is a multi-year program supporting the U.S. Army with upgrading and enhancing the Intelligence, Surveillance, and Reconnaissance (ISR) capabilities of their airborne reconnaissance fleet. In this role, you will manage mission and contract performance data for all Mission Equipment Payload (MEP) and associated systems. 

Primary Responsibilities

•Manage local and on-line databases - Manage databases by reviewing data inputs/outputs; ensuring fields are accurate and complete to meet the performance requirements of the analysis. Perform database management in modifying the databases aspects such as input/output fields, to ensure they are appropriate and meet performance requirements.

•Receive and interpret End of Mission and maintenance reports (i.e.,1352-1) from various sections of the ARL-E program - Obtain various reports from sections of the program, and from the integrated data environment, and interpret to obtain performance related information for the program.   

•Input daily mission hours, and mission deviation data into the database - Interpret and analyze, daily mission hours, and mission deviation data, to ensure reports’ data is accurately reflecting program performance. Input of data is not the bulk of this since the input is done by other program sections but it is required when corrections need to be made.

•Generate daily situational report (SITREP), this requires an understanding of the data, relationship of the data to Federal, Army, and Program regulations to effectively interpret, analyze, and categorize the data to appropriately classify the systems and items being reported to meet performance requirements of the program. This is also the case for other Contract Data Requirements List (CDRL) reports.

•Work with site management and developers to improve databases performance and effectiveness - Site management at Manassas provide management perspective and insight into the program reporting. Discern when situations may require management perspective, or make a determinations on reporting. Work with developers when adjustments or changes are needed, or required, on database to effectively reflect the input/output desired state. This may include working with development coding, as required, to make modifications.

•Assist in generating or generate IPT (Integrated Process Team) reports to the Program Management staff - The performance reports are sued by IPT leads and managers to report on program performance. Assist in providing data, properly organized, and presentable, for use at IPT meetings, as well as Program Management Reviews.

•Act as the central collection point for program information from various program departments - Authority to ensure correct data is being provided and when analyzing and interpreting reports, and request from other program sections the correct information. The central collection point is not the individual, but the individual, through analysis and interpretation, will be using much of this data to tell the performance story.

•Generate CDRL reports using databases functions, or work with database developers to generate reports based on specific data points - Utilize the data, after proper analysis and verification to generate and complete these contractual reports. Interpret data analysis results to ensure performance metrics are complete per each report’s requirements.  

•Manage short term and long term mission performance trends for future analysis - Identify and analyze trends to provide recommendations.

•Work with required Program Management to assist or generate CDRL reports on a periodic basis -  Provide input, in respect to the data,  and the program management office (PMO), which may then be re-directed through other program sections according to applicability and responsibility of areas of concern.

Basic Qualifications
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below.

•Requires Bachelor’s degree and 4+ years of prior relevant experience or Masters with 2+ years of prior relevant experience; additional years of experience required in lieu of a degree.
•Three (3) years of experience working with government programs.   
•Experience working with databases
•Technical experience and solid understanding of Radio Frequency, Information Technology, and Electronics components and relationships.
•Military operations and/or maintenance experience.
•Experience in OCONUS deployed environments supporting US Government contracts.
•A current DoD Secret level of clearance, with the ability to obtain and maintain a Top Secret/SCI.
•Must be able to work with customers and subcontractors in a professional manner.
•10% CONUS travel required

Preferred Qualifications
Candidates with these desired skills will be given preferential consideration

-Master’s Degree.
-Database administrator on an aviation contract experience
-US Army aviation operations and/or maintenance experience
-Prior military staff experience at Battalion or Brigade level.
-A current DoD Top Secret with SCI eligibility or TS/SCI
