Job Description:
Leidos is seeking an Antenna Tower Technician in Kuwait to support Operation, Maintenance, and Defense of Army Communications (OMDAC), which supports the Army Operational Base Communications Information Systems and infrastructure in support of USCENTCOM forces.
Primary Responsibilities
- Establish a Tower and Antenna Maintenance Support Team as part of the Theater Logistics Support Facility. The Tower Support team shall conduct a semi-annual maintenance support visit to each installation within the AOR where mission support towers are located (TE5, Towers). Additional inspections and or maintenance may be required if the Area of Operation (AO) has been subject to extremely high winds. The tower support team shall respond to emergency support requests validated by the COR. AOR support shall include installations located in Kuwait, Qatar, Afghanistan, Iraq, and any future requirements that fall under the purview of the 160th Signal Brigade.
- Maintain towers and antennas in accordance with NETCOM Reg 750-1, American National Standard Institute (ANSI)/TIA-222-G2 (Structural Standards for Steel Antenna Towers and Supporting Systems), OSHA 29 CFR, Motorola R56. The Contractor shall perform maintenance support through sustainment level to include adjustment, alignment, installation, repair, replacement, rehabilitation, rust prevention/removal, and spot-painting of all towers, antennas, waveguides, tower support system, guy wires and ancillary components. The Contractor shall inspect and maintain all towers, antenna, waveguide, and tower grounding systems. The Contractor shall maintain towers, hazard beacons, obstruction lights, control boxes, and ancillary equipment as specified in Government and manufacturers’ technical manuals. All maintenance action shall be tracked using the SAMS-E (or latest approved STAMIS), or other KO approved system.
- Perform technical inspections (TI) of towers and antenna systems semi-annually. Technical inspections shall be conducted in accordance with ANSI/TIA-222-G2 (appendix J), NETCOM Reg 750-1 and other applicable regulations in Attachment 1. The Contractor shall maintain a record of PMCSs/TIs for one year. A DA Form 2404 shall be maintained for each antenna and tower that has uncorrected faults or deferred maintenance. The Contractor shall immediately notify the BDE COR in writing if a foundation, structural, or safety problem may exist or maintenance above the Contractor’s level cannot be performed. The Contractor shall provide technical evaluation and recommendations to Government personnel for technical acceptance of work performed by outside organizations.
- Respond and correct antenna and tower maintenance HAZCON requests as tasked by the COR. The Contractor shall respond to and correct hazard lighting outages in Kuwait within two hours of notification and other locations within the AOR as tasked by the COR. The Contractor shall correct obstruction lighting outages within 48 hours of notification unless otherwise tasked by the COR. The Contractor shall correct antenna system outage or degradation maintenance requests as tasked by the COR.
- When out of cycle Tower Support team assistance is required, site personnel shall notify their local COR, DSST OIC, 160th COR or the TLSF Maintenance Support Team. The COR will be notified as required and approve all Tower Support Team deployments.
- Conduct all tower work IAW OSHA 29 CFR Standard 1910.268 and 1910.269, Motorola R56 Standards, and ANSI/EIA-222-G2 Standards. Shall, IAW 29 CFR 1910 and 29 CFR 1926, ensure that all employees and subcontractors who perform tower or elevated work under this contract be determined to be medically qualified to perform those jobs, must be trained and certified as “Qualified” to perform those jobs and have the appropriate equipment to do the tasks. When performing elevated work, the Contractor shall ensure two tower qualified personnel are at the work site.
- Immediately notifies the BDE COR in writing if a foundation, structural, or safety problem may exist or if maintenance above the contractor’s level cannot be performed.
- Provides technical evaluation and recommendations to Government personnel for technical acceptance of work performed by outside organizations.
Basic Qualifications
- High School education or equivalent; and at least 1 year of vocational training or apprenticeship in one of the major maintenance trades, and at least 4 years of of prior work experience with maintenance of International Broadcasting Bureau (IBB) shortwave, medium wave, and FM antenna systems.
- Experience in supporting and maintaining of Radio Communication Network Support Antennas, supporting Armed Forces Radio and Television Services (AFRTS) radio broadcast antenna problems and repairs, and maintaining microwave radio antennas to OSHA standards.
- Experience includes antenna support structure maintenance, including annual inspections for integrity and spot painting, preventive maintenance, and installation.
- Experienced in providing emergency service to modify or install antenna components to meet operational requirements when services are degraded, and in providing routine scheduled maintenance of existing antennas and antenna structures.
- Experience maintaining towers and antennas in accordance with NETCOM Reg. 750-1, American National Standards Institute (ANSI)/TIA-222-G2 (Structural Standards for Steel Antenna Towers and Supporting Systems), OSHA 29 CFR, and Motorola R56.
- Experience also includes maintenance support through the sustainment level, including adjustment, alignment, installation, repair, replacement, rehabilitation, rust prevention/removal, and spot-painting of all towers, antennas, waveguides, tower support system, guy wires, and ancillary components. The Tech has experience in maintaining towers, hazard beacons, obstruction lights, control boxes, and ancillary equipment, as specified in Government and manufacturer technical manuals. All maintenance action shall be tracked using the Standard Army Maintenance System–Enhanced (SAMS-E) (or latest approved Standard Army Management Information System [STAMIS]), or other KO-approved system.
- Experience in performing technical inspections (TIs) of towers and antenna systems, and conducts them in accordance with ANSI/TIA-222-G2 (Appendix J), NETCOM Reg. 750-1, and other applicable regulations in Attachment 1. The contractor shall maintain a record of PMCSs/TIs for 1 year. A DA Form 2404 shall be maintained for each antenna and tower that has uncorrected faults or deferred maintenance.
- Knowledge of short wave, medium wave, and FM antenna systems; specialized trades tools; construction and fabrication techniques; and related safety practice.
- Physically able to safely climb antenna towers to perform specialized maintenance and corrective repair.
