Job Description:

The Leidos Exploration and Mission Support group is seeking a Software Engineering Manager to lead a highly visible program supporting a software modernization project utilizing Microsoft technologies for the Nuclear Regulatory Agency (NRC) including some web development projects.

The Project Manager will be responsible for successful service delivery and contract execution, leading a diverse agile Power Platform Team using the suite of Microsoft's PowerApps, Power BI, SharePoint, Dynamics 365 CE, Power Automate, Microsoft Teams, Graph, custom development, and data integrations. The PowerPlatform team employs agile methodologies, including scrum and Kanban.  The Project Manager will be responsible for compliance with NRC policies and mandates such as Management Directive 2.8, Earned Value Management, security policies, and ADA Section 508.   

Primary Responsibilities

  • Oversee all phases of the software development lifecycle using the agile framework
  • Provide management and oversight of the day-to-day operations and task order execution
  • Managing staff, including hiring, compensation and employee performance assessments 
  • Accountable to the customer and Leidos management for the success of the program and team
  • Maintain a high level of customer satisfaction at all times
  • Report status to the customer  internally and within the Leidos organization
  • Oversee execution of tasks and ensure adherence to QA processes
  • Conduct recruiting, staffing, hiring and personnel management activities
  • Maintain project schedules and financial forecasts
  • Manage and control costs on either Firm fixed-price (FFP) tasks or Time & Materials (T&M)
  • Manage subcontractors
  • Participate in business development including responding to RFPs, and supporting capture and proposal efforts
  • Participate in cross-program teams to advance business area initiatives
  • Promote thought leadership and innovation

Basic Qualifications

  • Bachelor’s degree plus 5 or more years of Technical experience 
  • PMP or Master Degree in Management/Technical Field
  • At least 5 years’ experience leading complex software projects 
  • Scrum Master certification (CSM)
  • Experience overseeing technical teams and leading daily SCRUM meetings
  • Excellent written and verbal communication, and presentation skills, including the ability to tailor communications for peers, staff, technical experts, executives, and customer stakeholders
  • Excellent leadership, motivational and interpersonal skills 
  • Demonstrated success as a team player within a complex technical work environment 
  • Experience successfully managing Firm Fixed Price (FFP) and Time/Materials (T&M) contracts/task orders and subcontractors
  • Proficiency with Office Productivity tools: Outlook, Word, Excel, MS Project and PowerPoint 
  • Experience with Agile software development and JIRA
  • Experience in managing multiple concurrent software releases for the same system, including deployment sequencing, configuration management and other related concerns
  • Experience with software maintenance work and incremental software development in the Federal government context and adhering to related constraints
  • Experience in application of Agile methods for progress tracking
  • Experience in Sprint Planning and related Scrum concepts including Backlog prioritization
  • Experience in applying selected Scrum principles in settings where full methodology adoption is impractical

 

Preferred Qualifications

  • Experience working within Nuclear Materials Licensing certification 
  • NRC Agency Mission knowledge and intimacy
  • PMP Certification
  • Demonstrated MS Project Experience
  • Demonstrated Web Development Experience
  • Position requires US Citizenship or US Permanent Residency Status and the ability to obtain a Public Trust Clearance
