This position is responsible for all contract operations, strategy development and execution, government affairs, business operations, contract, subcontract management, procurement, legal, community outreach, public affairs, human resources, facilities, procurement, supporting service operations and communications. Responsible for the business and financial management along with execution and operational support to ensure overall financial goals. Provides expertise on the scope of fiscal models/accounting systems available and quality control. Provides financial expertise to ensure that program financial systems and business operations are aligned with state-of-the-art best practices to ensure operational efficiency.

MUST CURRENTLY POSSESS AN ACTIVE DOE Q or TS/SCI CLEARANCE TO BE CONSIDERED; U.S. CITIZENSHIP IS REQUIRED.

Essential Responsibilities

  • Contributes to the strategic planning process, including planning budgets and milestones to safely and securely execute the mission
  • Manages Project Control specialists that are matrixed to different organizations.
  • Manages all business systems, HR, property management, labor/industrial relations, information resources/technologies, financial services, training, procurement and contracts, diversity programs, and records management
  • Manages all HR, labor/industrial relations, information resources/technologies, financial services, training, procurement and contracts, and records management
  • Leads personnel performance management and succession planning
  • Manages incentive fee administration, and state and local taxes
  • Other Site Services such as provides timely and comprehensive response to Freedom of Information Act (FOIA) requests

Requirements

  • Bachelor’s degree in Business or related field
  • CPA certification required
  • 10+ years of job-related experience or equivalent required.
  • Excellent communication, interpersonal, organizational and analytical skills are required
  • Working knowledge of word-processing and integrated software applications are required
  • Some travel is required

Preferred Qualifications

  • Master’s degree in related field
  • MBA degree a plus
  • At least 20 years’ experience managing a DOE Office of Environmental Management site or a National Nuclear Security Administration site.
