The Leidos National Airspace System (NAS) Implementation Support Contract (NISC), supporting the Federal Aviation Administration (FAA) Spectrum Engineering Office, currently has an opening for a mid-level Financial Planning Analyst. This is an exciting opportunity to use your experience to support the FAA Spectrum Engineering mission to provide every pilot and air traffic controller interference-free communications, navigation, and surveillance services.
This position will provide support for Spectrum Engineering staff. Tasks will include the development of a financial tracking system and metrics dashboard to facilitate on demand access to critical data, budget formulation and projections, cost and requirements tracking. Activities will include research, planning, generating reports and process documentation, advising leadership staff and providing support at budget meetings. The ideal resource will be a detail-oriented, self-starter who enjoys working with teams.
Performs financial planning activities in support of the Federal Aviation Administration (FAA) Spectrum Engineering office. Compiles and reviews budgets using actual performance, previous budget figures, expense reports, and other data sources to control funds and provide for proper financial administration. Performs multiple financial cost analyses functions, including cost allocation, setting up cost control systems, collecting data, and preparing reports that maintain the customer's cost accounting system. Ensures that costs are allocated according to established procedures. Applies principles of accounting to analyze financial information and prepare financial reports.
- Per the Spectrum Strategic Business Plan, design, develop and implement a financial tracking system and metrics dashboard that will allow leadership on-demand access to data required to develop and justify the annual budget. To include expenditure tracking, generating budget projections up to 5 years out, financial planning for new requirements, and supporting Spectrum leadership at Operations Review Board (ORB) meetings.
- Analyze and maintain all files required to support financial system and provide demonstrations to leadership.
- Develop and maintain executive level dashboard with latest actuals, budget, and funding data from FAA financial systems utilizing Tableau or similar.
- Develop metrics each cycle to present to Spectrum leadership staff.
- Provide support for budget and finance inquiries and supply supporting documents when needed.
- Analyze and identify all issues in processes, lessons learned, best practices, and provide recommendations for improvements.
Bachelor’s degree and 4 – 8 years of prior relevant experience or Masters with 2 – 6 years of prior relevant experience.
Proficient in the use of Microsoft Office including expert level use of Excel.
Must be a US citizen with current security clearance or be able to obtain and maintain a Secret Clearance within the first year.
Knowledge of FAA resource management systems: DELPHI, REGIS, PRISM.
Experience utilizing Tableau to develop reporting dashboards.
Experience formulating and executing FAA Operations (OPS) budgets.
