The Leidos Defense Group has a career opportunity for a Radio Frequency Management position, based at Stuttgart, Germany.

Leidos Defense Group has established and upcoming positions throughout the European theater supporting multiple customers for the Department of Defense.
We are looking for experienced, innovative and motivated IT Specialists to support enablement AFRICOM’s mission objectives.
Primary Responsibilities:
Provide technical expertise and guidance on the use and management of the electromagnetic spectrum.
Establish and update command policy for managing, requesting, and coordinating the use of the electromagnetic spectrum (EMS), Joint Restricted Frequency List (JRFL) process, and Communications Electronics Operating Instructions (CEOI) process.
Gather spectrum use requirements to conduct operation and contingencies, as required.
Obtain, via Spectrum XXI or other authorized means, spectrum resources to conduct operations and contingencies, as required.
Identify, report, and resolve electromagnetic interference (EMI).
Provide liaison between Major Subordinate Commands (MSC), higher headquarters and/or other senior spectrum management agencies including coordination among Ground Task Force operations within the electromagnetic environment.
Support development and procurement of spectrum operations tools and policy.
Provide recommendations to the Government for manning, training and equipping all spectrum operations.
Maintain and promulgate a common frequency database for planning, coordinating, and controlling spectrum use.
Identify, evaluate, and provide resolution guidance to potential spectrum use conflicts.
Develop, update, and distribute a signal operating instruction (SOI)/CEOI and shall support the controlling authority.
Develop, update, and distribute the JRFL.
Ensure Information Operations (IO) plans are supportable within the spectrum management architecture.
Basic Qualifications:
Must hold and maintain an active Top Secret Clearance.
Must be willing/able to work OCONUS for minimum of one year.
Completion of formal Spectrum XXI training.
BA/BS + 8-12 years of experience supporting spectrum management or additional relevant experience.
Detail oriented and organized; able to understand spectrum management evaluation criteria and be exact in assessments.
Must be able to effectively interact with staff from other sections on complex spectrum management problems.
Preferred Qualifications:
Demonstrated experience with US military frequency management.
Must understand all aspects of Radio Frequency (RF) systems including UHF, VHF, HF, and EHF.
Demonstrated experience developing spectrum management plans including CEOI and JRFL.
Experience supporting EUCOM and/or AFRICOM.
