The Defense Airborne Solutions Group currently has a dynamic opportunity for a Chief Engineer, located in Manassas, VA, to support the Airborne Reconnaissance Low – Enhanced (ARL-E) program. ARL-E is a multi-year program supporting the U.S. Army with upgrading and enhancing the Intelligence, Surveillance, and Reconnaissance (ISR) capabilities of their airborne reconnaissance fleet. The ARL-E team is geographically separated with primary duty locations of Manassas, Va, Aberdeen, MD and Ft. Bliss, TX.  As the Chief Engineer, you will use disciplined development approaches to design, deliver and sustain ARL-E baselines and revisions. As a technical leader of a multi-discipline team, you will develop and update program hardware, software and processes; manage IPT and subcontractor development efforts; integrate new/updated COTS/GOTS into the baseline; support Engineering Change Proposals; perform system checkout and support the Test & Evaluation team throughout contractor testing and system fielding. Additionally, in this role you will participate in the full lifecycle of the program, assisting the Program Management Team and IPT Leads on the program, to ensure the on-time delivery of engineering efforts to meet program performance requirements.  

Primary Responsibilities
-Develop system release schedules which meet program objectives and present those schedules to leadership and the customer
-Effectively lead a geographically dispersed multi-discipline team to achieve the program schedule and all deliverable requirements 
-Coordinate with the IPT and subcontractor teams to effectively build and deploy new system baselines and revisions
-Interface with Government customers, support contractors, and team mates
-Plan, manage, and enforce ARL-E hardware, software, and process baseline standards
-Create and maintain documentation associated with support activities
-Provide support metrics and reporting to leadership
-Maintain performance of subsystem, as systems are tested and checkouts completed
-Troubleshoot to isolate system faults and perform repairs
-Assist leadership with planning schedules and ensure proper personnel coverage for support activities
-Support the engineering team in the design, integration, and security posture of products; COTS, GOTS, Leidos Developed
-Support design, development, integration, testing, and operational fielding of ARL-E to multiple aircraft and locations
-Manage and deploy annual and out of cycle baseline updates
-Develop engineering design and test plans to meet all system requirements
-Develop and maintain engineering documentation and diagrams

Basic Qualifications
To be considered for any of the levels, you must minimally meet the knowledge, skills, and abilities listed below

-Requires a Master’s degree with 15+ years of prior relevant experience or a Doctorate with 13+ years of prior relevant experience; additional years of experience required in lieu of a degree
-Prior experience should include a minimum of 5+ years experience with Aviation programs or Mission Equipment Payload (MEP) systems for manned or unmanned ISR platforms.
-Prior technical leadership experience of 3+ years leading a medium-to-large program ($70M), in support of design, development,  integration, and testing of a complex, multi-component ISR system.
-A current DoD TOP SECRET/SCI level of clearance, with the ability to maintain this level of clearance
-Experience providing technical leadership of proposals for medium sized efforts ($70M).
-Ability to mentor and lead a large technical team.
-Possess strong troubleshooting, problem solving, and organizational and verbal/written communication skills.
-Knowledge and experience with lifecycle development of large system integration programs following DoD standards; experience with relevant quality control standards such as AS9100.
-Ability to identify innovative solutions to extremely complex, multi-faceted technical problems
-A minimum of 25% travel may be required to support activities at each of the primary duty location as well as CONUS test ranges.

-Experience with Waterfall development methodologies
-Previous Airborne ISR experience
-Leadership roles on previous system, hardware, or software integration programs 
-Experience with Earned Value Management or Project Management
