Job Description:

The Deputy Program Manager will support the Program Manager in providing direction and overall coordination of IT projects including Program Operations and Maintenance, from planning through implementation and transition and set project scope, staffing, schedules, and budgets. The Deputy Program Manager will assist in managing the Managers and Team Leads and work closely with the customer on current project(s) and operations execution. The candidate will be responsible for management of the program involving applications in mainframe, Java and Cloud platforms in a fast-paced environment. Candidate should be familiar with Software Engineering methodologies, standard Software Development Life Cycle and the Agile development. Experience managing mainframe, Java and cloud based projects/programs as well as modernization of legacy applications will be highly beneficial.

Prior demonstrated experience in the following areas is a requirement for this role:

  • Managing data center operations at multiple locations
  • Migrating and modernizing applications from on-premises to the cloud platforms preferably AWS
  • Leading technology enhancements such as:
    • Automation of data center and production/operations activities like servers patch management, automated servers monitoring and raising appropriate alerts etc.
    • Implementing Continuous Integration & Continuous Delivery  (CI/CD)
    • Automation of the routine operations and maintenance tasks to the best extent possible
  • Managing Helpdesk and Production Operations to increase efficiencies
  • Working in the program leadership capacity and have strong understanding of program SLAs and the contract commitments.
  • Leading the Infrastructure architecture and formulated IT strategic vision, standards, policies, programs, and processes to manage a rapidly proliferating environment.
  • The DPM needs to deliver on the responsibilities by directly involving in the details and technical details in the areas of responsibilities.

Primary Responsibilities:

  • Provide support to Program Manager in the overall management of the program to ensure that the technical solutions, schedules, and budgets are implemented in accordance with the program specifications
  • Deliver & consistently report on project timelines, risks, constraints, cost, schedule and performance targets of multiple programs with matrixed resources and ‘agile’ priorities
  • Work with customer and program teams to ensure milestones and tasks are delivered on time and within budget
  • Prepare ROMs for contract modifications
  • Keep track of program budget. Help with program level resources planning, forecast and EVM tracking for T&M projects.
  • Act as an expert to understand the resources skills needs, develop skills matrix, track progress and help bridging skills gaps.
  • Have experience developing and executing Succession and Transition Plans
  • Leverage strong proficiency with MS Office suite to develop and maintain functional project schedules and reports, including custom resource utilization and cost/schedule/performance metrics reports
  • Perform Risk Management and mitigation
  • Coordinate requisite contract actions, modifications, quotes
  • Ensure efficient application of document, change, configuration, release, and quality management processes
  • Responsible for reviewing processes, and resources and making improvements to increase productivity and reduce costs
  • Write and update technical documents, procedures, PIPs, PMPs, ILS and SOPs, etc.
  • Work with team to ensure staffing levels are met to achieve Program execution

Basic Qualifications:

  • Bachelor's Degree in a related discipline and 8+ years, or Masters and 6+ years of direct experience in the last fifteen years supporting IT projects and initiatives as a program/project manager, engineering manager, project planner/coordinator, or comparable position. Additional experience may be considered in lieu of degree.
  • Demonstrated experience working in a mainframe/java/cloud based environments, performing systems engineering, network engineering, IT systems implementations or IT operations functions in a federal government
  • Successful delivery of executive and senior level briefings and communications on critical program performance, execution and planning
  • Demonstrated experience with the forecasting, planning, and resourcing technical projects with responsibility to deliver within cost, schedule and performance
  • Strong proficiency developing & presenting custom project reports, dashboards, metrics, visualization of concepts & processes using MS Project, Visio, Excel, PowerPoint, and Word
  • Strong proficiency in developing, improving and establishing business processes and supporting tools.
  • Experience identifying and delivering innovative ideas as it relates to modernization and reducing costs
  • Proficiency with digital transformation leveraging automation for procedures for sel-service provisioning, automated backup and recovery


Preferred Qualifications:

  • Knowledge of following technology/ tools is desired- Nagios, log analyzer tools (Graylog, Splunk), MRTG, Bacula, RANCID, Rack Tables, CLAM AV, Cisco, Snort, OSSEC, SUSE LINUX Enterprise Server, and KVM virtualization etc.
  • Knowledge on AWS concepts like elastic load balancer, EC2, S3 Bucket, Kubernetes, Docker Containers, RDS, Aurora services etc. is desired.
  • Knowledge or experience with Software Engineering (IEEE) Capability Maturity Model (CMM) standards.
  • Knowledge or experience with Full Development Life-Cycle (FDLC) methodologies. Familiar with SQL tools.
  • Knowledge of object oriented programming analysis methods.
  • Experience with or knowledge of data modeling and modeling tools.
  • Experience with building customer relationships to prioritize and analyze system issues.
  • Working knowledge with federal customer is a plus.
  • PMP certification or program management certification or agile certifications
