Leidos is seeking a Quality Assurance (QA) Manager to manage and work within a dedicated team of professionals as part of the Mission Assurance directorate within the Leidos Antarctic Support Contract (ASC).

The QA Manager is directly responsible for management of ASC’s Quality Management System (QMS) and Performance Assurance activities (coordination, analysis, tracking, and management of key performance indicators; management of enterprise-level corrective and preventive actions), as well as audit and assessment coordination, continuous improvement, and enterprise risk management.

As such, the ASC QA Manager supervises a team of leads who manage these functional areas within Quality Assurance:

  • Quality Audits and Assessments
  • Quality Engineering
  • Risk Management
  • Continuous Improvement

Efforts are closely coordinated and integrated with internal Mission Assurance functions (e.g., Safety and Health, Environmental Engineering, Medical and Emergency Management, and Data Management) and with external Mission Assurance Functional Areas (e.g. Travel and Logistic, Operations, Internet Technology and Communications, Project Planning and Integration, Subcontract administration, Business Operations, Large Projects, Facilities, etc.) to ensure success of the entire ASC mission in their support to the National Science Foundation Office of Polar Programs contract. Additionally, success in thoroughly and effectively coordinating with NSF Antarctic Infrastructure and Logistics (AIL), specifically the NSF AIL Mission Assurance Activity Based Manager (ABM) is required. 

Primary Responsibilities Include:

  • Serve as a subject matter expert for quality analysis, evaluation, and assessment activities leading to corrective actions, preventive actions, lessons learned, and improvements for ASC.
  • Coordinate with managers at all levels to provide assistance in the achievement and sustainment of compliance with the ISO 9001 international quality standard. Develop, communicate, and guide implementation of surveillance programs that monitor and improve compliance to applicable regulations, corporate directives and the QMS; provide quantitative and predictive measures and analysis expertise to inform program management on key decisions that would benefit from quantitative or predictive analysis.
  • Develop quality requirements for construction and maintenance projects; review statements of work and engineering documents for code requirements and quality input; monitor engineering and construction progress.
  • Coordinate the development and implementation high quality and impactful quality plans, programs, and procedures using statistical quality control, Lean Six Sigma tools and analyses,  and other guidance (e.g., U.S. Department of Energy Readiness Assessment requirements, elements, and good practices).         
  • Manage daily Quality Assurance operations; oversee the scheduling, tasking, and performance of Quality Assurance team; lead tasking for quality assurance and control, internal process assessments, and effectiveness verification of corrective and preventive actions.
  • Promote the professional development of the Quality Assurance workforce; foster a collaborative culture that sustains the momentum around employee engagement and inclusion, safety, affordability, innovation, value growth and continuous improvement.
  • Interface with ASC colleagues as well as manufacturing, engineering, customer, and vendor representatives to ensure requirements are met.
  • Coordinate and successfully integrate with Safety department and other functional areas to conduct inspections, assessments, and process audits; track progress toward completion of preventive and corrective actions; verify effectiveness of actions taken.
  • Conduct reviews to ensure applicability of current quality policies, procedures and objectives by keeping informed of the latest updates / modifications.
  • Solicit customer feedback and ASC senior leadership guidance for improvements to the QMS and ASC’s contract performance
  • Collect and chart data to track performance and key management activities to improve processes.
  • Provide Quality Assurance training for program participants.

Required Qualifications:

  • Bachelor’s Degree in related field or equivalent experience.
  • At least six years’ experience supervising quality assurance personnel.
  • Industry recognized Quality Assurance certification or equivalent.
  • Proficiency in performance indicators and data analytics.
  • Knowledge and/or certification in Lean/Six Sigma methodologies.
  • Proficient knowledge and experience in the use of project management concepts to manage cost, schedule, scope, risk, deliverables and related metrics.
  • Proficiency in Quality Management Systems and documentation.

Preferred Qualifications:

  • Certified Quality Auditor from ASQ or similar entity.
  • Quality-related experience to include serving as a resource in an ISO-certified and/or DOE compliant organization.
  • Extensive experience in construction and subcontractor surveillance is preferred.
  • Experience in product assurance principles and practices including: quality engineering, manufacturing, assembly, integration, functional and environmental testing, receiving inspection, supplier quality systems, workmanship inspections, and process audits.
  • Experience with commercial and residential building and maintenance codes such as, but not limited to, Uniform Building Codes (UBC) and International Code Council (ICC) for electrical, plumbing, heating, air conditioning and structural erection etc.
  • Familiarity with heavy industrial codes such as, but not limited to, American Society of Mechanical Engineers (ASME), American Petroleum Institute (API), American Welding Society (AWS) and American National Standards Institute (ANSI) etc.

PHYSICAL AND / OR OTHER SPECIFIC REQUIREMENTS: Periodic deployment to Antarctica will be required in this position. This position requires successful completion of the National Science Foundation (NSF) physical, dental, and psychological examinations for deploying to Antarctica. Failure to meet these requirements may result in withdrawal of employment offer or other employment action. US citizenship or permanent residency is required.
