***This position is located in Afghanistan for the CLS-Afghan Program Support***
Leidos is currently seeking a motivated Aviation Safety Officer to work on the CLS-A program in Afghanistan. The Aviation Safety Officer (ASO) will be responsible for the management of the Safety Management System (SMS). The ideal candidate will work and travel in between customer sites as needed; customer sites include Kandahar, Kabul and Mazar-e Sharif, Afghanistan. This position will have a 60/60 Rotation.
Primary responsibilities include, but are not limited to:
Advising and assisting the Program and Quality Managers on all safety matters.
Developing safety policy, goals, and objectives.
Identifying program safety priorities and provide gap analysis.
Developing corrective actions/control options for hazards, incidents, and accidents.
Observing flight and ground operations to detect and correct unsafe practices.
Performing operational hazard analysis and risk assessments
Identifying, correcting, mitigating, and tracking hazards
Assisting Foreign Object Damage (FOD) coordinators in developing and enforcing the FOD prevention program.
Observing aviation maintenance operations, making recommendations to correct unsafe procedures and practices.
Coordinating with Government Flight (GFR), Contracting Office (COR), and Quality Assurance Representatives (QAR) to ensure maintenance and flight practices are in compliance with safe practices and AR 95-20 – Contractor’s Flight and Ground Operations.
Coordinating and leading flight safety meetings and quarterly safety councils.
Developing, maintaining, and reviewing established Hazardous Materials (HAZMAT) Safety Program that meets or exceeds the requirements outlined in AR 95-20 and the program’s Performance Work Statement (PWS).
Performing accident/incident investigations (air and ground), and followed-up with reporting requirements. Ensure accidents and incidents are reported and investigated in accordance with the program’s reporting procedures and AR-95-20
Creating, developing, and teaching general (initial and recurring) environmental, health, and safety (EH&S), with emphasis on aviation safety
Coordinating employee fire prevention training with the local fire department
Monitoring ALSE programs
Conducting periodic safety audits and inspections
Reviewing and maintaining the program’s Mishap Response Plan
Frequent travel, or (in-country) permanent relocation to other areas within the program, as required
Supporting of quality-related projects, such as training or facility auditing.
Bachelor's degree with five (5) years of previous experience, executing the duties of an Aviation Safety Officer/Manager. Experience may be substituted in lieu of degree.
Graduate of the U.S. Army Aviation Safety Officer Course (ASOC), or military branch equivalent (that includes aviation accident investigation)
OSHA 30 Hour General Industry Outreach or Construction Certification (current or within the previous 3 years)
Minimum of 200-hours as a Pilot-in-Command (any airframe)
Ability to obtain/maintain a valid Department of Defense (DoD) SECRET clearance
Willingness to live in austere conditions
Willingness to understand and accept local customs and traditions
Ability to lead/train a multi-cultural workforce and overcome possible language barriers.
Native English speaker or ICAO level 3 or above fluency
Proficient with Microsoft Office products (e.g., Outlook, PowerPoint, Word, Excel, and SharePoint).
Candidate must possess knowledge and comprehensive understanding of both the managerial and technical aspects of the position.
As the position location is in Afghanistan, the following requirements need to be met:
A current U.S. passport, with a minimum of 12 months remaining, before employment start date.
Afghan Visa with multiple entries for 12 months prior to start date. (Provided by the program
Successfully passing all CENTCOM CRC medical and training requirements. If the candidate is unable to successfully pass a medical screening, prior to their anticipated employment start date, immediate termination will be requested.
A positively adjudicated Federal Government Investigation in order to qualify for a Common Access Card (CAC).
Experience providing customer service
Hazardous Waste Operations and Emergency Response (HAZWOPER) 40-Hour Certification (current or within the previous 3 years)
Demonstrate communication skills at a collegiate level; both written and verbal
Certification/knowledge of ISO 9001 / AS 9100 / AS 9110
Military deployment experience in the CENTCOM region
Experience working in austere environments.
