Candidate must work from customer location in Aiken, SC.

As the Chief Technology Officer (CTO), you will lead the establishment of modern engineering tools and practices for programs and projects. You will provide overall planning, direction and coordination of activities for programs to include program management, resource management, infrastructure management, cross organizational integration and internal peer review. Work with Enterprise IT and Cyber teams to investigate new technologies and tools to drive process improvements and efficiencies along with identifying technologies to support mission needs and improve enterprise connectivity with field operators and IOT devices. You may also be responsible for leading R&D teams to investigate new technologies to bring in and enable SRS process improvements. You will work collaboratively as part of the SRS senior leadership team and support directives and assist the CIO in determining strategy and policy objectives. You will direct and coordinate broad enterprise activities in accomplishing SRS site goals, objectives, and mission assignments. You will create customer and partner relationships to influence and support enterprise-wide strategies and to ensure multi-site operations are sustained and improved. You will function as the liaison with other DOE/EM/NNSA/ sites to further the SRS mission.
Duties and Responsibilities:
Accountable for the program management for support of EM and NNSA defense programs; resource management; infrastructure management, cross organization integration; internal peer review
Advance environmental management, weapons, safeguard and surveillance technologies.
In coordination with Government CIO and other stakeholders, lead strategy in new environmental management, defense and infrastructure technologies
Ensure production operations commitments are met in a safe, effective, and efficient manner.
Develop human capital plans. Evaluate, approve, and direct organizational studies and organization designs to maximize resource allocations and assure successful mission fulfillment.
Provide leadership and direction for multiple functional areas.
Establish and maintain liaison with customers both internal and external to further technologies. Fosters effective working relationships with internal functional organizations.
Shape and integrate functional strategies.
Accountable for engineering, production and supply chain activities and determine and issue policies to assure their compatibility with customer requirements.
Build systems and processes that enable transformation, constantly emphasizing and demonstrating operational excellence and balanced risks.
Build relationships across the complex and with external parties to reach consensus on complex strategic issues, using cultural and individual differences among parties to maximize success; champion team decisions.

Assume responsibility for activities in the absence of the CIO.

Providing business value services, including business cases, digital envisioning services, benefits analysis, and other business planning activities in support of modernization and digital transformation customer scenarios.
Represent SRS as a lead technical authority in the DOE market
Work with DOE SRS Leadership to establish both the technical vision
Work with DOE SRS Leadership to direct all aspects of technological development.
Assist DOE to direct their strategic direction, development and future growth.
Works in a consultative fashion with all DOE Leadership including Site CIOs as an advisor of technologies that may improve their efficiency and effectiveness.
Conduct research and case studies on leading edge technologies and make determinations on the probability of implementation.
Work with Leidos and OEM provider Technical Account Managers (TAMs) for analysis of innovative architectures and solutions in support of major efforts and business objectives within the core while balancing these solutions against cost, schedule, function, quality, and other business considerations.
Acts as a good steward of resources and ensure control of internal and external budgets.
Qualifications We Require
Master of Science degree in engineering, physics, or related technical field required.
20 years’ experience in an engineering development leadership role.
10 years' collaborating with environmental management or nuclear weapons design entities, customers, and suppliers.
Must have a proven track record of success in leadership positions. Leadership skills in end users services, datacenter, infrastructure and migration methodologies and techniques including mass application movements into the cloud including implementation of Private Cloud, Azure or AWS and consolidation of data centers within in large regulated enterprise environments. Exceptional project management and organization skills.
Expertise in developing and managing strategic service provider relationships
Proficiency in financial processes and budget management
Must be a US citizen and able to obtain a DOE Q level security clearance.

Understanding of research, development, and application of advanced computational and experimental techniques in the engineering sciences to include modeling and simulations for weapons concepts.
Extensive relationships within the Environmental Management and Nuclear Security Enterprise.
Experience with lean six sigma and agile methodologies
Senior management-level strategy development.
Strong business insight with the ability to effectively connect with a diverse group of technical and non-technical audiences (customers, suppliers, engineering, integrated supply chain and program management)
Proven ability to collaborate with functions with direct responsibility for the successful integration of complex systems.
Ability to manage business and organizational vision by communicating a compelling purpose, inspiring change cross-organizationally, and inspiring and motivating people and organizations.
Integrative problem solver with demonstrated ability to solve complex, multi-faceted problems with due consideration for business and strategic consequences.

Understanding of Cloud technologies offerings and integration in a hybrid model
