***This position is located in Afghanistan for the CLS-Afghan Program Support***


Leidos is currently seeking motivated Aviation Program Manager to support the CLS-A program in Afghanistan. The Aviation Program Manager is responsible to the Senior Program Manager (CONUS) to establish, direct, and manage aviation operations and maintenance to support the safe and efficient performance of Afghan Air Force (AAF) and Special Mission Wing (SMW) rotary and SMW fixed wing aircraft, coordinating activities from multiple sites with all Project Management Office (PMO) support functions. The Aviation Program Manager will also analyze current program issues or problems and future requirements to identify needs and develop rotary wing and fixed wing programs that are organized and operated in a fashion that resembles the US Army Aviation model. The ideal candidate will work and travel in between customer sites as needed; customer sites include Kandahar, Kabul and Mazar-e Sharif, Afghanistan.


Primary responsibilities include, but are not limited to:
Deployed management staff, and performance to PWS standards of all program operations to include aircraft operations, flight operations, mentoring, aviation life support equipment (ALSE), arms room, quality assurance, production control, tool room, back shops, Aircraft Ground Support Equipment (AGSE), Aircraft Battle Damage Repair (ABDR), technical publications and documents, configuration management, and maintenance support at assigned locations.
Direct and manage the program leaders from the operational areas of training, aviation operations, maintenance, and logistics support for overall safe and efficient contract operations.
Anticipate customer needs.
Analyze and respond to customer feedback.
Formulate and propose solutions to that are complex in nature.
Analyze current maintenance/logistics and flight operations challenges and future requirements to identify needs and develop a rotary wing and fixed wing maintenance programs that are organized and operated in a fashion that resembles the US Army Aviation Maintenance model found in ATP 3-04.7, and specifically includes Quality Control and a Production Control functions for AAF and SMW operations.
Produce products and process which support overall program and maintenance objectives to include applicable instructions on maintenance, safety, standardization and maintenance management.
Maintain currency in technical developments, technical training, quality assurance, and project management policies and regulatory compliance.


Basic qualifications:
Bachelor’s degree in Engineering, Engineering Management, Mathematics, Science, Business, or Logistics from a college or university accredited by an accrediting body recognized by the U.S. Department of Education.
Candidate must have at least 8 years of related experience. Equivalent experience/education combinations are permitted based on the typical minimums required for this job which are Eight (8) years of related experience and a BS degree in a related discipline OR 15 years of experience. Experience should demonstrate the ability to meet the duties described above.
Must be knowledgeable and conversant in military flight operations, safety, standardization, and supervision instructions, student management, and maintenance.
Proven Leadership skills.
Proven  Communication and interpersonal skills.
U.S. Citizen with an active Secret clearance

Preferred qualifications:    
Experience with US Army Aviation Maintenance operations, safety, standardization, and supervision is highly desired
Military deployment experience is highly desired
Deployment experience to the CENTCOM region
US DoD aviation maintenance, flight operations, and command experience highly desired
Current or previous experience in providing all services, supplies, materials, equipment and personnel necessary to perform the tasks in providing CLS for aircraft maintained by the MOD-AAF, including the Mi-8/17 and Mi-35 rotary wing aircraft; the PC-12 fixed wing aircraft; or other non-standard rotary wing aircraft

Program Specific Requirements:
Candidates must be able to obtain/eligible the following.
NOTE: Failure to complete any of the actions listed below will void the terms of employment.
•    A current U.S. passport, with a minimum of 12 months remaining and multiple, consecutive blank pages, before employment start date.
•    Afghan Visa with multiple entries for 12 months prior to start date.  (Provided by the program)
•    Successfully passing all CENTCOM CRC medical and training requirements. If the candidate is unable to successfully pass a medical screening, prior to their anticipated employment start date, immediate termination will be requested.
•    National Agency Check with Written Inquiries (NACI) or Secret Clearance, if required
•    A positively adjudicated Federal Government Investigation in order to qualify for a Common Access Card (CAC).
