Job Description:

Under general direction from the SD&A Director of Performance Excellence, this senior position is Accountable for managing cost, schedule, and technical performance of all aspects Transportation Security Administration’s (TSA) sourced projects and programs. This includes contracted scope in the form of Other Transaction Agreement (OTA) contracts, Customer Funded Research and Development (CR&D), and software / algorithm development efforts contracted by TSA.

The TSA Programs Manager plans, organizes and integrates company resources required to successfully manage the TSA programs and meet contractual obligations. Establishes goals and objectives for the program teams and obtains their commitments to those goals.  The TSA Programs Manager serves as the direct oversight of each Deputy Program manager who works TSA projects, and they serve as the main interface for the Integrated Program Teams (IPT) to the customer.  The TSA Programs Manager is expected to be resourced with approximately 6 deputy program managers of various experience levels, with that number being dependent on current contract work load in order to execute the daily technical scope of various projects within the overall TSA Programs portfolio.  Those resources are to be provided to the TSA Programs Manager by the SD&A Director of Performance Ecellence. The TSA Programs Manager will also have the responsibility of directly leading and IPT and managing a limited number of TSA projects.

The TSA Programs Manager has the additional task of supporting Capture Manager(s) in the ongoing capture efforts related to TSA solicitations for systems and services. In this support role, the TSA Programs Manager is Responsible for providing all needed technical, schedule, and Basis of Estimate inputs to the TSA Capture Team in support of proposal development, approval, and submission to the TSA.

The three primary criteria for a successful delivery of this program is on-time, on-budget and meeting customer requirements or expectations.


  • Develops with the team and presents to management the overall program status on a continuous basis as required.
  • Establishes program budgets with program team members and maintains effective cost and schedule controls.
  • Analyzes and resolves minor subcontractor performance issues and advises Program Management of major subcontractor performance issues.  Recommends corrective course of action(s).
  • Monitors and assesses performance; identifies problems and institutes corrective actions as required
  • Establishes goals for program and objectives for team members communicates those results to individuals and functional management at conclusion of program.
  • Disseminates contract or proposal requirements to all team members.  Performs or delegates, as required, internal and customer coordinator of activities.
  • Serves as main point of contact for customer for all program goals, issues, and initiatives, and coordinates with program management team members to accomplish all contract deliverables
  • Provides day-to-day program interface with main customer and other key program stakeholders along with key service program management team members, including preparation and delivery of financial and performance data and analytics, and communication to customer at monthly program management reviews
  • Ensure all program and contract deliverables are met, drive internal and external customers in the completion and optimization of contract performance.
  • Manages and evaluates financial and technical trade-off analyses required for proposed changes in a program.
  • Assigns individual responsibilities for each segment of work.  Authorized work and releases budgets to all team members.
  • Develops procedures to facilitate efficient production flow for product line products; recommends measures to improve methods, performance and quality.  Suggests changes to overall efficiency.
  • Interfaces with all major subcontractors to discuss program status and cost/schedule performance.
  • Coordinates proposal preparation, statements of work and specifications.
  • The duties and responsibilities may change from time to time without notice and include but are not limited to the duties described above. 
  • Responsible for follow-on work with on-going customer(s). 


  • A minimum of 8 years of related program management experience, knowledge of government program and contract management preferred. 
  • Past experience managing program management administrative staff a plus. 
  • Knowledge of MRP and/or ERP/CRM systems preferred. 


  • Excellent verbal, written and interpersonal communication skills are required for effective interface with internal and external customers. 
  • A strong background working with the TSA and DHS is strongly preferred.
  • A strong background in digital x-rays or other imaging systems technology
  • Ability to write reports, business correspondence, and to effectively present information and respond to questions from management and customers is essential. 
  • Must be proficient with Microsoft office applications.
  • Must be able to travel on regular basis a minimum of fifteen percent (50%) of the time to key customers, suppliers, and SD&A locations.
  • Must be able to successfully negotiate pricing, terms and conditions with range of suppliers and customers.

EDUCATION & EXPERIENCE: Requires a BA/BS or equivalent experience and 5+ years or prior relevant experience or Masters with 3+ years of prior relevant experience. Generally has 2+ years of experience supervising or leading teams or projects.
