The Leidos Health Group’s CTO organization is seeking a Lead for a new Capabilities Development Team to spur the creation of innovations and solutions to positively impact the health and safety of people throughout the world.
This position has the responsibility for leading, managing, and executing a variety of projects from corporate IR&D efforts to short term technical investment initiatives designed to meet the needs of our civil health customers. The successful candidate will be able to combine system engineering rigor, a drive for innovation, and project management skills to design the concepts of these technical projects, oversee their execution, and contribute to the projects’ ongoing technical development efforts. They will interact with vendors and industry partners to research new technologies and gain their assistance with the projects. This role involves engaging with our new business capture efforts to support sharing results of the projects with our customers and finding ways to incorporate the results into winning approaches. The expectation is that this new team will deliver innovative and differentiated technical capabilities that positively impact our ability to help our customers meet their health focused missions.
•Lead the research, development, and analysis of new technical capabilities and solutions
•Innovate and engineer new capabilities
•Develop project charters, project plans, and manage execution of those plans
•Maintain oversight on project budgets and schedules
•Engage industry partners and vendors to learn about their products and solutions and to gain their assistance in the technical projects
•Develop basic requirements, designs, and testing methods to develop and evaluate new capabilities
•Serve as Primary Investigator for selected Health IR&D projects
•Provide reports on the status and results of projects
•Assess resource needs for projects, gather those resources, and manage them
•Contribute to new business capture planning efforts
•Provide inputs to, author, or assess white papers or proposals intended for delivery to our customers
•Bachelors’ degree and 8 - 12 years of prior relevant experience or Masters with 6-10 years of prior relevant experience. Industry certifications will be considered in augmenting years of experience.
•Experience (at least 4 years) in three of the following areas: Networking, System Development, Systems Engineering, Software or Application Development, Hardware Engineering, Operations, System Architecture, Cloud Architecture, Electronic Health Records, Information Assurance or Cyber Security, ITIL Framework, Agile Development, and Life Sciences
•Strong project management skills
•Strong communication skills (writing, speaking, and listening)
•Experience in writing for white papers, RFI responses, and/or system design documents
•Experience in running trade studies, product evaluations, or research projects
•Experience in customer and partner engagements
•Direct experience working with any of the following customers: HHS, CMS, FDA, CDC, NIH, or SSA
•Experience engaging in business development and capture efforts
•Experience developing solutions involving data sciences, artificial intelligence, RPA
•Experience in development solutions for application modernization, particularly from mainframes
•Experience developing or managing DevOps solutions that rely on cloud-based infrastructure
