Job Description:

Leidos currently has an opening for a Program Manager in Austin, TX., overseeing functional teams as assigned by the IOSS DPM. This is an exciting opportunity to use your experience helping the IOSS mission.  The mission of the Department of Veterans Affairs (VA), Office of Information & Technology (OI&T), Information Technology (IT) Operations and Services (ITOPS), Infrastructure Operations (IO) is to support One VA with world-class service to Veterans and their families.  The focus of this position will be providing badging and access security support at a VA facility.  The successful candidate will be able to work in an environment requiring great attention to detail and a high level of confidentiality.

Primary Responsibilities:

This position will be supporting the VA PIV organization.  A successful candidate will have experience with leading customer-focused, service-oriented teams.  Services and skills necessary include:

  • Plan, organize, secure and manage resources to bring about the successful completion of specific program goals and objectives.
  • Ensure that all programs run within scope, time, and budget constraints.
  • Interfaces with task and functional leaders, subcontractors, and support personnel.
  • Influence development of solutions that impact strategic program goals and business results.
  • Recommend and implement new solutions, processes, policies, standards in support of functions strategy and operations.
  • Conduct and track Contractor onboarding and offboarding efforts related to Government policies, such as fingerprinting, badging, document uploads, parking stickers and PIV issuance (onboarding), or completion of 3248 form (offboarding).
  • Support day-to-day physical and logical access services, onboarding and termination of support contractors and employees, identity-proofing and badging, management of physical access control systems.
  • Report all potential problems with processes, schedules, user requirements, that affect impact daily operations.
  • Support Facilities construction projects and day-to-day operations related to major VA data centers.
  • Support IT equipment installations and network cabling at all major VA data centers.
  • Detail oriented to insure clear communication (text or voice) of issue to point of contact regarding the monitoring of facilities equipment.
  • Insuring relevant files with accurate information, actions/direction and status of actions generated from monitoring tools.
  • Reporting all potential problems with processes, schedules, software tools and alerts, which could have an impact to operations.
  • Objectively evaluating current processes/procedures and articulate recommendations for improvement.
  • Objectively evaluating skills and effectiveness of individuals and overall effectiveness of the team.
  • Interacting with personnel at various levels of the customer organization from line personnel to directors.
  • Effectively manage personnel, insuring VA process, procedures and protocols are adhered to by staff.
  • Superior planning, scheduling and coordinating skills working with management to create a smooth workflow and timely deliverables.
  • Handle confidential information of contractors and federal employees.
  • Excellent written and oral communication skills.
  • Superior organizational and time management skills.

Basic Qualifications:

  • Master’s Degree in Computer Science, Engineering, Systems, Business or related scientific / technical business discipline
  • Minimum of 15 years of related work experience
  • 10 years of additional relevant experience may be substituted for education
  • Ability to solve complex challenges that typically impact multiple disciplines.
  • Provide measurable input to new solutions, processes or standards in order to achieve functional/project objectives.
  • Requires ability to communicate with executive leadership (internally or client) regarding matters of significant importance to the organization/project.
  • Supervisory experience
  • Frequently required to stand and walk.
  • Specific vision abilities required – close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust/focus.
  • Experience using Microsoft Office products - Outlook, Word, Excel, PowerPoint, Skype, etc.
  • Use of badging and physical access systems
  • Ability to obtain Public Trust clearance
  • Must be a US citizen. Contract requirement
