Job Description:

Electronic Warfare (EW) Division is a 220 employee research and development organization, divided into 7 business branches. EW Division is part of Leidos Innovations Center (LInC), an operation in Dynetics-LInC Group. EW Division is focused on developing innovations in the areas of electronic warfare, radars, RF communications and networking, and signals intelligence. EW Division leverages matured technical innovations as the basis for transition to programs of record.  EW division measures its success through year-over-year growth, enabled by differentiation and resulting in increased market share.

EW Division is looking for a senior candidate with experience in managing and/or overseeing programs, new business pipeline, and personnel. The candidate will report to the Division Manager, have a profit and loss responsibility for the operating division Branch, and is expected to be included as a potential replacement for the Division Manager as a part of succession planning. The successful candidate will be responsible for leading RF Solutions Branch, with responsibilities in three areas listed below.

Personnel Management. Key metrics are achieving average direct time per employee, also known as “timesold”, minimizing the number of direct reports below a utilization level assigned by the division manager, and maintaining attrition below certain annual goal.

  • Create annual performance goals for employees, generate annual performance reviews, participate in annual salary and bonus planning

  • NOTE: Initial number of direct reports may be very small; over time, the candidate is expected to grow his organization through hiring

  • Perform recruitment, hiring, redeployment and related planning

  • Oversight of employee training and career development

  • Miscellaneous approvals

  • Develop technical domain experts

  • Maintain Ethics

  • Attend staff meetings with the division manager

  • Conduct branch level staff meetings

  • Attend weekly one-on-one status meetings with the division manager

  • Perform succession planning

New Business Pipeline Management. Key Metrics are annual Submit and Award Goals.

  • Assign / Identify Key Pipeline Personnel (Principal investigators, capture leads)

  • NOTE: On larger captures, the candidate may be required to take on roles as a principal investigator or capture lead

  • Hold pipeline status reviews monthly

  • Provide business development status weekly (report to division manager and update of new business pipeline in corporate database)

  • Adhere to business development process

  • Adhere to proposal process

  • Provide Approvals in Connection with Proposal Process

  • Lead investment planning

  • Conduct business strategy twice per year

  • Perform succession development

Program Management. Key metrics are achievement of annual Revenue and fee goals, zero fee erosion, and maintaining programs within desired budget, schedule, and quality constraints, while achieving  customer satisfaction

  • Assign / Identify Key Program Personnel (PM, Principal Investigator)

  • NOTE: On larger programs, the candidate may be required to take on the role of a program manager or principal investigator

  • Attend and conduct Contract Status Review (CSR) meetings monthly

  • Review / Approve program related documentation artifacts

  • Attend periodic program review meetings  

  • Perform client assessment 

  • Program risk assessment and mitigation oversight

  • Assure identification of follow-on opportunities, including transition

  • Perform succession development

Basic Qualifications:
- M.S. Degree in engineering, physics, or related field from an accredited college/university
- Experienced EW expert with deep knowledge of radars 
- 12+ years of relevant experience in managing S&T and Contract Research and Development type programs
- Demonstrated ability to develop advanced EW concepts for mission needs 
- Experience successfully capturing and executing advanced EW programs
- Experience in leading and writing winning technical whitepapers and proposals
- Excellent Communications skills, both written and verbal
- Secret Security Clearance or above.  Ability to get receive top secret, special access or SCI clearance.

Preferred Qualifications:
- Ph.D. Degree in engineering, physics, or related field from an accredited college/university
- Experienced EW expert with deep knowledge of radars 
- 16+ years of relevant experience in managing S&T and Contract Research and Development type programs
- Demonstrated ability to develop advanced EW concepts for mission needs and transition them to programs of record 
- Experience successfully capturing and executing advanced EW programs greater than $50M
- Experience in leading and writing winning technical whitepapers and proposals for DARPA, IARPA, ONR, AFRL, ARL 
- Excellent Communications skills, both written and verbal, with substantial experience in briefing influential customers and corporate management up to and including Chief Executive Officer
- Top Secret Security Clearance or above.  Ability to get receive special access or SCI clearance.
