Job Description:

Leidos is looking for a Systems Engineering to join an existing team. This position is located in the Reston, VA area and requires an active TS/SCI with Polygraph in order to be considered.

The team is tasked with designing an overhaul of the enterprise's Externalized Authorization Management (EAM) system custom components and the automation upgrade of the enterprise's Digital Policy Management (DPM) system. Among other responsibilities, members of the team will lead discussions with technical and nontechnical audiences to communicate strategy and progress of authorization services, and evaluate web enhancing products that meet architectural requirements. They will research and propose new technical standards and specifications, create digital policy plans to address specific use cases, and develop technical implementation plans to integrate enterprise access control services with systems. Members of the team will also be expected to document the project's agile workflow cadence, elicit requirements and decompose requirements into use cases. Additional responsibilities may include working with the development staff, collaborating with the Agile Scrum development team, and incorporating COTS products to include deploying, integrating, and testing. Lastly, the team will establish compliance mechanisms and monitor applicable compliance mechanisms in order to achieve the goals of high availability and automatic scalability to improve service health and service performance. The team as a whole most possess the following skills.

Mandatory Skills:

  • Bachelors Degree and 12 - 15 years of prior relevant experience or Masters with 10 - 13 years of prior relevant experience. May possess a Doctorate in technical domain.

  • Experience working within an Agile development environment.

  • Experience creating technical program documentation.

  • Experience using data manipulation tools such as spreadsheets, pivot tables, lightweight database tables, SQL queries, data models, and reporting tools. 

  • Experience with the data management lifecycle; governance, best practices and challenges

  • Experience designing and implementing enterprise-level IdAM services to include continuous improvement for IdAM services.

  • Experience deploying applications on Amazon Web Services (AWS) infrastructures.

  • Experience developing RESTful web services with JSON.

  • Experience working with Software configuration management tools such as Github, Gitlab or Subversion in a cloud based DEVOPs environment.

  • Experience using industry standards for machine-readable digital policies in support of enterprise level policy authoring tools.

  • Experience with testing practices for attributes, resource metadata, and access control components

  • Experience with enterprise level attribute federation.

  • Experience with Key Attribute Sources such as Full Service Directory or similar sources.

  • Experience with provisioning workflow systems, user attributes, role-based permissions, and attribute-based permissions within access control and identity management systems.

  • Experience using XACML for encoding digital policies.

Desired Skills:

  • Experience with risk management to include identifying, citing, ranking, and establishing appropriate mitigation approaches.

  • Expertise with SQL.

  • Experience collaborating on data object and attribute definition, refinement and validation.

  • Experience performing as a lead tactical or strategic technical integrator for complex enterprise systems.

  • Experience developing Governance for digital policies.

  • Experience collaborating in technical and executive forums to address complex technical concepts such as architecture, roadmaps, dependencies, and key processes.

  • Experience designing and implementing enterprise level attribute-based access control (ABAC) technologies.

  • Experience with analysis of workflow tools such as tool selection, design, provisioning, process design, and workflow metrics.
