We are seeking a Strategic Planning and Integration Director (TO Director) for our Oak Ridge TN location, contingent upon award. The TO Director will be responsible for strategic planning, coordination, and optimization of Task Orders and Site Integration activities for a multi-billion dollar IDIQ contract.
This position is responsible for all IDIQ task order planning and preparation, directing project management performance requirements, including project management systems, Project Integration and control, use of earned value management system, and development and maintenance of the Performance Measure Baseline.
The position will be responsible for Project Performance Reporting including direction of all required project reviews, cost estimating, scheduling and risk management functions and ensuring that disciplined project management practices are deployed at all levels of the project.
The position will interface with other site contractors, strategic planning and regulatory planning including scope, cost and schedule where simultaneous task order integration and sequencing is anticipated. Position is responsible for the planning, negotiation, resourcing and management of task orders released under this IDIQ along with interface with site contractors and landlord agencies such as DOE and NNSA which includes strategic discussion, negotiation and ultimately agreements to ensure there is limited to no disruption to ongoing mission activities.

Primary Responsibilities
Responsible for IDIQ task order planning and preparation including scope, cost and schedule
Interfaces and collaborates activities with impacted site contractors, the Department of Energy, the National Nuclear Security Administration and other stakeholders
Proactively partners with DOE on Task Order forecasting to ensure efficient work and workforce continuity
Negotiates both task orders and integration activities related to the IDIQ contract
Participates in both tactical and strategic planning efforts including planning budgets and milestones to safely and securely execute the mission
Leads and/or manages personnel based on the organizational alignment
Manages Project Control specialists that are matrixed to different organizations.
Leads personnel performance management and succession planning within the positions organization
Basic Qualifications
Bachelor’s degree in Business Management, Engineering, Science or related field
Requires a BA/BS or equivalent experience and 12+ years of prior relevant experience or Masters with 10+ years or prior relevant experience. Generally has 7+ years of experience supervising or leading teams or projects.
Specialized training, certifications, licenses that supports qualification and suitability for the position
Excellent communication, interpersonal, organizational and analytical skills are required
Experience with the Federal Acquisition Regulations, and Contracting Officer roles and responsibilities
Regional travel is required
Preferred Qualifications
Master’s degree in related field
MBA degree a plus
At least 20 years’ experience managing at a DOE Office of Environmental Management site or a National Nuclear Security Administration site.
An active Project Management Profession certification
