The Leidos Defense Group is seeking a Regional Transition Coordinator to support efforts for NGEN-R SMIT ONE-Net Transition in Asia; overseeing Multi-Functional Transition Teams (MFTT’s) to ensure operational readiness for execution.
NGEN-R SMIT is the largest IT services program for the Navy. Under the Service Management, Integration, and Transport (SMIT) ONE-Net portion of the contract the Leidos team will deliver service desk operations and provide staff augmentation supporting cybersecurity services, network operations, data transport and other IT services operations support functions for the Navy’s overseas operating locations in Europe, the Middle East and Asia.
The duration of this position is 9-12 months or until completion of the transition. However, we are anticipating this role will become full time in Yokosuka, Japan after transition is complete.
The ideal candidate will have previous experience leading large, geographically-distributed OCONUS programs and teams, with a focus on IT services.
The Regional Transition Coordinator will exhibit strong management and communication skills, with the ability to manage competing priorities, and communicate with internal and external stakeholders.
Candidates will need to effectively coordinate requirements with the customer, establish daily business rhythms, and support program start-up efforts.
The ideal candidate will have an understanding of IT project management concepts, inclusive of scope, schedule, cost, resource, communication, risk, and stakeholder management.
The Regional Transition Coordinator will be responsible for the management of a two MFTT’s within the Far East to support a successful transition.
Travel within Asia and the Far East will be required in order to support and manage MFTTs.
Primary Responsibilities:
- Manage MFTT’s executing work efforts within a specified region; teams are comprised of 6 - 9 people, ranging from SME’s to Asset specialists
- Drive business and reporting rhythms, managing and directing staff to complete data knowledge transfer
- Responsible for reporting progress against the baseline, in addition to employing a risk register to identify risks, analyze identified risks, and the develop associated mitigations
- Responsible for building and directing teams, inclusive of aligning personnel to basis of estimates, evaluation of candidates, and communicating progress to Program leadership
- Responsible for the management of program scope in order to meet schedule requirements; responsible for defining resource needs, directing personnel to perform tasks, and reporting progress to Program Management
- Direct and manage data collection efforts assigned to regional MFTT’s
- Develop and manage a collaborative work environment, working with personnel to ensure that MFTT’s conduct comprehensive knowledge transfer activities
- Oversee due diligence efforts associated with site, processes, tools, and personnel requirements
- Establish and maintain transparent and respectful working relationships with customer and Program Management leadership, and subordinates
- Serve as a mentor to junior-level leadership personnel, providing them with opportunities to enhance project management skills
Basic Qualifications
- BA/BS or equivalent experience and 12+ years of prior relevant experience or Masters with 10+ years of prior relevant experience
- Minimum of 4 years of prior experience supervising or leading teams/projects
- Additional years of related work experience may be substituted for a degree at the hiring managers discretion.
Experience with Program/task order management including technical and reporting deliverables, budget, planning, and staff.
Ability to manage Task Order’s financial health, invoicing to COR, subcontractors and delivering on contract deliverables (CDRLs).
Ability to plan, manage and be accountable for all associated capital and operating budgets and strategic planning and execution of IT Operations support, provisioning and modernization.
PMI Project Management Professional (PMP) Certification
- Experienced with the development and management of program documentation, inclusive of a risk register, standard operating procedures, basis of estimates, and other program documentation
- Prior experience with resource planning
- Exhibit leadership qualities required to coordinate and lead meetings to drive progress associated with assignments
- Previous experience with executing program baselines, identifying variances, and communicating issues in a timely manner
- Prior personnel management experience with the ability to drive successful completion of projects and deliverables
- Ability to maintain discretion associated with staffing and cost requirements
- In-depth knowledge of Program/Project Management principles and concepts (WBS, PWS, IMS, RACI, Risk Management)
- Ability to utilize MS Office Products to develop and maintain program documentation
- Strong analysis skills, with the ability to effectively communicate results to leadership and subordinates
- Able to multi-task, self-assign work, and function in a dynamic, fast-paced environment
- Experience with change management; with the ability to implement processes, while addressing political considerations
- US citizenship and currently hold a DoD SECRET security clearance
