Leidos is looking for a highly qualified subject matter expert to support our National Nuclear Security Administration (NNSA) Defense Programs customer to complete the B61-12 Life Extension Program (LEP). This position requires advanced knowledge in the field of nuclear weaponry, aircraft integration and certification, safety and interface control, and aircraft operational test protocols.
The B61-12 Aircraft Integration and Cyber Coordination Engineer supports execution of NNSA Defense Programs’ integration program plans, monitoring/oversight of approved plans by M&O contractor design and production agencies, as well as stakeholder activities (i.e. AFNWC AF Safety Center, AF Operational Test & Evaluation Center [AFOTEC], etc.). The Aircraft Integration and Cyber Coordination Engineer reports on progress, challenges, and issues, provides project management and engineering expertise to the NNSA, and serves as an integration program advisor to the Federal Program Manager (FPM). The Aircraft Integration and Cyber Coordination Engineer will assist the FPM in the direction, management and coordination of day-to-day operations, review and advise on matters pertaining to planning, integrating, and executing policies, programs, and procedures for development of guidance for resolving issues crossing multiple weapons systems.
This is a full-time contractor-support position ultimately located on-site at the NNSA offices in Albuquerque, NM but teleworking until regular on-site access is allowed.
Primary Responsibilities
- Prepare inputs for analysis, test, certification, and planning documents, etc.
- Manage interfaces with AFNWC, Air Force Safety Center, AFOTEC, Design Agencies, and Production Agencies.
- Assist Federal staff to ensure that aircraft integration and certification program plans and solutions are proceeding on schedule and that deliverables conform to customer requirements, quality control standards and negotiated metrics.
- Assess and report on progress, impact, dependencies and trends on integration program components (flight test, lab test, analysis and capability development, etc.) and make recommendations for improvement or revision.
- Ensure that B61-12 integration program activities are reviewed, documented and reported in conformance with Defense Programs, NNSA, and DOE policy, procedures, and precedent.
- Communicate complex and controversial concepts to the Federal Program Manager (FPM) and stakeholders for supporting program and budget execution.
- Serve as subject matter expert advisor to the FPM and staff to resolve emerging issues and problems.
- Ensures cyberspace surety requirements are completely addressed throughout the lifecycle of the system.
- Ensures Authorization to Operate (ATOs) are maintained and development plans are established and executed for periodic upgrades that address ATO renewals.
- Writing and implementing plans to ensure that cyberspace surety requirements are completely addressed throughout the lifecycle of the system.
- Act as subject matter expert on establishment and execution of cyber policies and procedures through familiarity with identified knowledge requirements above.
- Attending and participating in Project Officer Group and sub-group meetings (joint DoD/NNSA) and within guidance provided by NNSA federal leadership.
Basic Qualifications
The work performed in this position is extensive in scope and requires an experienced individual with demonstrated program/project management experience, appropriate technical expertise, the ability to self-direct and to work in a highly dynamic environment and interface with broad range of federal and military senior staff and leadership.
- Minimum Bachelor's degree in Engineering or Science, however, a degree in Business, Program/Project Management, or closely related field with relevant experience will be considered.
- Active DOD TS or DOE Q clearance.
- As a mid-career position, 10-15 years of relevant experience.
- Recent work in support of NNSA weapon systems and/or DOD aircraft, nuclear weapon, and cyber activities is desired.
- Program/project management in NNSA, DOD, government or corporate environments required.
- NNSA/DOD Interagency experience.
- Knowledge and experience in functions such as (Cyber) Authorizing Official (AO), AO Designated Representative, Security Control Assessor (SCA), SCA Representative, Information System Security Manager (ISSM), Information System Security Engineer (ISSE), or Information System Security Officer (ISSO experience
- Ability to apply CNSSI 1253 security controls and NIST SP 800-series risk management to weapon systems is desired
- Knowledge of program and project management/scheduling tools and techniques.
- Excellent written and verbal communication skills with demonstrated experience in writing and editing briefings for senior and executive managers.
- Travel is required; anticipated to be up to 25%/year, to US and potentially overseas locations.
