The Mission Solutions Operation within the Intelligence Group of Leidos is seeking a Capture Manager to secure existing and winning new strategic and high value capture opportunities in the Intelligence Community market. This role requires business acumen, technical education and/or related experience, resourcefulness, and inclusive leadership. Candidate must have a proven record of winning new and follow-on business in federal intelligence markets. The position will report to the Vice President of Business Development Operations and Strategy. The position is located primarily in Chantilly, VA and requires a TS/SCI clearance with polygraph.
Primary Responsibilities:
The Capture Manager is responsible for managing all the activities necessary to transform qualified opportunities into wins. The successful candidate has responsibility for developing and executing the overall capture strategy associated with an approved pursuit effort to increase the win probability of new and existing projects. Duties may include orchestrating bid strategy, developing and building capture and proposal teams, providing oversight of the development of proposal volumes, and creating a communications and marketing plan. The successful candidate is organized, proactive, highly skilled, professional, and knowledgeable in government contracting with excellent leadership and collaboration skills. Candidate is responsible to follow corporate processes regarding capture management. This includes working closely with the responsible business development or marketing lead, supporting the transition from opportunity identification into capture efforts, assembling a capture team and managing the capture team to successfully bid and win contracts, contacting and interfacing with existing and new clients and partners, communicating the organization’s core capabilities, establishing internal and external teaming, and managing bid and proposal funding. Additional responsibilities include: developing (with technical and SME support) solutions for assigned opportunities; managing relationships with partners and corporate staff for proposed solution development; participating in business planning activities, to include periodic pipeline reviews, operating plan development, bid agenda development, opportunity gate reviews, black hat sessions, win theme and discriminator workshops, proposal and program reviews, and lessons learned activities; communicating status, resource needs, capture strategy, and recommendations to executive leadership; overseeing the proposal phase of the opportunity to ensure successful delivery to the client; and contributing feedback and innovative ideas to the team in support of continuous improvement.
Required Experience:
- Excellent communications skills – demonstrated through written and oral presentations, development of technical papers, proposal volumes, or similar products
- Familiarity with processes and online tools used by the federal government for solicitations
- Experience in capturing and winning technical, complex, strategic, and high value business development opportunities (>$50M Total Contract Value) with emphasis on opportunity qualification, stakeholder engagement, solution development, and proposal submission
- Experience in the development and successful negotiation of teaming agreements in addition to competitive pricing strategies and associated cost proposal materials
- Candidates must possess an active Top Secret / SCI clearance with polygraph
- Bachelor’s degree and 12+ years of prior relevant experience or Masters with 10+ years of prior relevant experience
