Team Leidos, led by Leidos Europe Ltd, is honoured to support the UK MOD’s Logistic Commodities & Services Transformation (LCS[T]) programme, a critical effort to enhance and improve the UK’s defence supply chain -providing essential services such as storage and distribution for the MOD's materiel, including a global freight service and procurement and inventory management of food, packed fuels, clothing, medical materiel and general supplies.
We are looking for a Director of Logistics Services to join us.
This role is to ensure the LCST Storage, Distribution and Freight (SD&F) sub-contractors are providing the service as contracted for whilst operating in an efficient manner and in compliance with MOD and civil regulations and legislation. By doing so it ensures:
Leidos is meeting its contractual requirements as the prime.
The Ministry of Defence is provided with the contracted service levels required to support its output.
Leidos’ reputation is enhanced.
The gain share available from the SD&F element of the contract is maximised.
Penalties points and loss of management fee are avoided or where this isn’t possible minimised.
The programme becomes a flagship that can be used to market and support bids for similar contracts.
That the need for contract changes are recognised and implemented both with the customer and sub-contractors.
Main Duties and Responsibilities:
The Director of Logistics Services is the individual assigned to provide technical oversight and management of the subcontractors, to provide an independent assessment of the subcontractors’ performance, and to identify and resolve subcontractor performance issues and where necessary escalate. Dir SD&F focus is on ensuring that the subcontractors meet the programme cost, schedule and performance requirements. This role focuses on the management of the subcontractors versus the administration of the subcontract agreement, which is a subcontract administrator responsibility. This is both a managerial and technical oversight role.
Key Result Areas:
• Manages the subcontractors in accordance with their contracts
• Implements procedures and processes for managing the technical work of the subcontractor
• Implements and operates management methods and informs Leidos Management of programme status, performance and issues
• Continuously assesses risk
• Provides early warning of potential performance and ethics issues
• Identifies subcontractors’ non-compliances, escalates them to Leidos, and works with the subcontractor to achieve compliance
• Facilitates technical and managerial communications between Leidos, the MOD and the subcontractors
Responsibilities:
The primary focal point for the subcontractor and briefs the MOD and Leidos Management on the subcontractor status and issues affecting programme performance and cost
Primary SD&F technical interface with the subcontractors
Represents the subcontractors’ concerns
Provides the subcontractors with mentoring and insight of the MOD’s operational requirements
Ensuring that the sub-contractors maintain the capacity to react to un-forecast operational surge within contractual requirements
Interfaces and coordinates between Leidos, the SD&F subcontractors, and other subcontractors
Ensures the SD&F opportunities for gain share are optimised, but don’t cause unacceptable performance issues or drive intolerable costs into other parts of the business.
Objectively determines the subcontractors’ status relative to technical and cost performance to identify issues and ensure the subcontractor takes corrective actions
Directs and manages all technical performance requirements that are levied on the subcontractor
Develops the business rhythm required to effectively manage the subcontracted elements
Ensures early problem identification and timely resolution of issues to meet programme goals and commitments
Ensures the sub-contractors have appropriate management information and that they use lead indicators to make early adjustments to their business to prevent unacceptable drops in performance
Where rectification plans are needed identifies that the root causes have been identified and an appropriate action plan is developed and delivered
Establishes clear lines of communication and exercises persistent follow-up with the subcontractor
Clarifies the technical requirements within the scope of the subcontracts
Makes decisions affecting the technical performance of the subcontractor
Uses surveillance methods that provide visibility into and the verification of the status of the subcontractor effort including verification and analysis of management information
Maintains a regular presence on the subcontractors’ sites balancing between them as required and conducts independent assurance assessments on service
Alongside Commercial, conducts subcontractor programme reviews or holds periodic status meetings that address performance milestones set forth in the subcontracts and the progress in achieving those milestones
With Commercial, notifies members of the technical team, programme team, and procurement on the timing, frequency, distribution and review responsibility of reports from the subcontractor and the schedule and location of meetings and reviews.
With Commercial identifies specific triggers for extraordinary meetings, and procedures for corrective action and problem resolution
Monitors the risk management processes of the subcontractors
Monitors the sub-contractors Excellence and Quality management processes and initiates Leidos audits of them where required
Provides oversight to ensure that the subcontractors are operating in accordance with Health and Safety regulations, legislative requirements and Health and Safety Executive recommended best practice; where necessary keying assurance by Leidos subject matter expertise
Manages the Subcontract Data Requirements List (SDRL) delivery and approval
Works with Commercial to contractually formalise performance issues which may lead to a subcontractor termination for convenience or termination for default
Reinforces joint working
Assure the appropriate levels of transparency are in place to allow Leidos Management to effectively manage the subcontractors
Provide mentorship on the MOD’s Front Line Commands’ requirements to the subcontractors’ hierarchy to ensure customer requirements are understood, contextualised and appropriately prioritised.
Monitors and raises with Leidos Management where the MOD from an SD&F perspective is in breach of contract and/or requiring service levels beyond those contracted for.
Identifies with Commercial where contract changes are required with the customer and ensures they are implemented
Notifies procurement of the need for formal subcontract changes and support the RFP, negotiation and the change processes
Interact with the Finance team to ensure that cost are accurately reflected in forecasts and that subcontractor invoices are properly presented for payment as a reflection of the work performed by the subcontractor.
Development and maintenance of a subcontractor management plan.
Qualifications of the Director of Logistics Services :
Vision to understand the SD&F elements of the contract in detail and the entire contract in outline with the ability to lead and motivate the subcontractors to keep progress moving
Ability to manage multiple activities
Good domain technical knowledge to lead and participate fully in technical interchanges with the subcontractors and communicate the MOD’s technical SD&F questions and concerns accurately to Leidos technical staff
Good technical and domain knowledge to oversee and evaluate services provided by the subcontractors
Good technical knowledge to understand SOWs, specifications, SDRLs, interfaces, and requirements flow-downs
Able to interpret MOD regulations pertinent to the subcontracts
Understanding of fraud and compliance risk issues
A good understanding of the MOD and its operational environment
Ability to communicate, build relationships, and gain the MOD and subcontractors’ trust and confidence at Director level.
Excellent communication, interpersonal skills
Proven capability to lead change in a team environment
5 years’ operational experience in Defence Base Warehousing and Distribution at senior level.
