Job Description:
The Release Manager will serve as the leader for an executing on a program implementing structure and will facilitate the processes that assist the team in delivering value in utilizing tools and structure to deliver products to the customer. This position will assist the ITEMS UFS Release and Deployment/Configuration Management team to configure and maintain the tool suite for the program to successfully maintain the system baselines. This tool suite will coordinate hardware and software changes into operational environments while helping teams improve CM and Test rigor. Key roles include: coordinating stakeholders (across programs and teams) to develop needed engineering solutions; defining requirements for the tools through CM processes and test workflows to ensure process compliance and service continuity; recommending ways to reduce risk or accelerate delivery timelines; ensuring repeatable processes and current documentation. This engineer will be responsible for the full lifecycle development of the chosen products for program tools for the RDM team, understanding CM processes and procedures.
The ITEMS UFS program is an Information Service Provider (ISP) contract that delivers and maintains user facing (IT) devices, worldwide, including: workstations and desktop software (thick images and virtual desktops) across many teams and baselines; printers, plotters, telephones, conference room audio-visual equipment, personal IT devices, etc. and related configuration and maintenance documentation.
This hands-on role requires attention to detail, with very good organization skills and ability to pivot between highly visible customer priorities: a combination of inflexible and shifting deadlines.
This role joins a good-natured team who are motivated to take their teamwork and process maturity to the next level. This role provides excellent visibility of the hardware/software change management and must work across the program and interfacing organizations. This role provides opportunity to analyze cross-team requirements, workflows and tools, socialize trade-offs and build consensus, then drive improvements. The selected candidate will serve as a project engineer/project manager over the releases and existing tools any new tools to house the configuration files and any other needs artifacts. This includes working with the teams to determine if teams understand why something might not be released individually or as part of a larger release. The Release Manager will facilitate horizontal and vertical communication across teams and identify any impediments that may hinder team progress while working mitigation plans as needed. The selected candidate will be responsible for sensing, determining, and leading discussions when issues need to be analyzed or triaged. Strong attention to detail and focus on task completion is critical.
Primary Responsibilities
Manage schedule execution and plan the software/architecture releases for the program
Ensure that new projects are within scope and remain within scope
Facilitate Program Increment (PI) Planning readiness by fostering a Continuous Exploration process which drives the synthesis of a Vision, a Roadmap, and Backlogs, and through Pre- and Post-PI Planning meetings
Assist tracking the execution of features and capabilities through Metrics
Briefing the status of testing, deployment, and release readiness
Acquire in-depth understanding of the software system, and assess risk and understand varied customer needs
Lead the teams towards release maturity
Ability to thrive in a fast paced environment, across diverse systems and geographically dispersed groups
Assist with economic decision-making by facilitating feature and capability estimation by teams and the roll-up to releases
Escalate and track impediments
Understanding of Configuration Management tools, practices and processes
Maintenance and ongoing development of continuous packaging/ integration infrastructure.
Maintaining processes for multiple environments, security classification levels, and sites.
Supporting Continuous Integration/Continuous Delivery (CI/CD) tools integration/ operations/ change management, and maintenance
Create and maintain Version Description Documents
Basic Qualifications:
Active TS/SCI with ability to obtain poly
Previous Release, or Project Management experience
Experience with briefing leadership and/or customers of key status of project progression
Experience communicating with and briefing status to external stakeholders,
Experience-affecting change in organizations working towards release management adoption
Experience using tools (e.g. ServiceNow, GIT, Subversion)
Experience working with multi-disciplinary development teams
Must have the ability to understand technical concepts and communicate them effectively to both technical and non-technical audiences
Excellent written, verbal, and interpersonal communication skills, and time management skills are a must
Understanding of COTS/FOSS development
Education & Experience:
Requires Bachelors Degree and 2 – 4 years of prior relevant experience or Masters with less than 2 years of prior relevant experience.
Experience in lieu of degree.
