Job Description:

The Leidos Defense Group is seeking a dynamic Program Manager for the SURTASS program in Virginia Beach, VA.  This position  is responsible for all activities associated with executing the successful completion of the SURTASS program within the Lifecycle Mission and Systems Support (LMSS) Division. The Program Manager will manage a diverse set of customers and requirements. Duties include ensuring that program remains within approved scope and budget constraints; interfacing with any associated functional staff, SURTASS customers, and SURTASS end-users.

In addition, the Program Manager will provide oversight and communicate the Leidos personnel policies, purposes, and goals of the organization to the team. Lead program execution and have overall staffing, schedule and budget performance responsibility. Responsible for the development, maintenance and implementation of management plans, and will be responsible for all work and deliverables on the program. The PM will interface frequently with customers and subcontractors/teammates and will be responsible for organizing and conducting program status reviews, team meetings and various other business rhythms. Part of the program responsibilities will include the performance of earned value management and risk/opportunity management. To include; cost/financial management, contract/ subcontracting management, manpower planning, execution and control of program contractual, administrative, and financial requirements.

The Program Manager must manage a mid-sized team consisting of experienced professionals and will direct the work of a geographically dispersed team of Subject Matter Experts who exercise latitude and independence in their assignments.  The Program Manager provides primary input to recruiting talent, terminations, promotions, performance management, and reward incentive decisions for direct reports. The position requires practical knowledge and Program Management experience in leading and managing the execution of processes, projects within the Services area as well as activities to start up a new company.

Basic Qualifications:

  • BA/BS in Engineering or Management and 8 plus years of experience. Related military experience may substitute for a education.

  • Six (6) years experience in management and supervision of complex Anti-Submarine Warfare (ASW) combat systems

  • Four (4) years of personnel management and administration, cost/financial management, contract/subcontracting management, manpower planning, and execution and control of program contractual, administrative, or financial requirements.

  • Active Top Secret Clearance is required.
