Leidos Maritime System Solutions (MSS) is seeking a senior radio frequency (RF) engineer to work as part of an RF development team in a fast-paced, research, development, testing and evaluation environment at the Naval Information Warfare Center (NIWC-PAC) located in San Diego, CA.
This position is for a mid-level engineer to join a growing, fast-paced research, development, testing and evaluation team at Naval Information Warfare Center Pacific located in San Diego, California.
This individual will lead a small team of RF engineers in development, test, and delivery of RF technology based on system requirements. Development includes integration of RF components onto systems for deployment at-sea. Specifically, the work will include the following tasks based on project requirements:
- Identify, acquire, program, test and evaluate commercial-off-the-shelf (COTS) radios or software-defined radios for use in command and control communications.
- Identify, acquire COTS antennas, or design and build custom antennas for communications applications.
- Identify, acquire and test COTS waveforms, or program custom waveforms for use in communications applications.
- Navigate official approval processes for frequency, hardware, and cyber security approval for new RF technologies
Testing involves working onboard small boats and ships on the ocean, launching and recovering systems at-sea, and post-test analysis of data. Reporting includes providing results from post-test data analysis into official reports or briefing material. Most development and testing will be conducted in San Diego; however, engineers may occasionally be asked to travel in support of testing and/or operations in other locations both in the U.S. and abroad, and may spend multiple day’s onboard ships at-sea.
This individual will manage the technical development, balance resources (e.g. time, funding, personnel) to meet schedule and budget constraints, and provide frequent updates to the Project Manager. This individual may be asked to brief funding sponsors external to NIWC-PAC as necessary during the development process which may include occasional travel
Requires BS degree in Electrical Engineering and 12 – 15 years of prior relevant experience or Masters with 10 – 13 years of prior relevant experience. May possess a Doctorate in technical domain.
Applicant shall be a radio frequency (RF) engineer with strong working knowledge of RF and digital communications, to include knowledge of RF propagation, capabilities and limitations of radios and waveforms in each of these paths, capabilities and limitations of various satellite infrastructures, as well as good working knowledge of the associated transmit and receipt hardware (antennas, modems, software-defined radios, micro-processors, data acquisition systems, etc.) for small size, low weight, and low power applications.
Applicant shall have experience working in teams to develop RF solutions, delivering products, and testing and evaluating performance. Applicant shall have experience and skill analyzing experiment data to determine results as feedback into the development cycle. Applicant shall have strong technical writing skills to provide input to technical reports and briefing material.
Applicant shall have strong project management experience including leadership and management of teams tasked with development, test and evaluation, and delivery of RF solutions, while efficiently and effectively managing resources and budgets to accomplish assigned tasks. Applicant should be well versed in best business practices and project management tools (e.g. building Project Management Plans, maintaining precise configuration management, risk identification and management, etc.).
An ideal candidate would have experience with autonomous underwater vehicle (AUV) operations, including experience with RF sensors, and RF communications for command and control, including satellite communications. Experience with at-sea test and evaluation (T&E) to include operations onboard small craft and large ships at sea is desired. A willingness to conduct such testing is required
