The NISC IV contract provides technical support to various Air Traffic Control Towers, Terminal Radar Approach Controls (TRACON), Air Route Traffic Control Centers (ARTCC), the FAA Air Traffic Organization headquarters and Regional Offices.
The FAA plans to retain an optimized network of Distance Measuring Equipment (DME) stations and a minimum operational network (MON) of VOR stations to ensure safety and continuous operations for high and low altitude enroute airspace over the contiguous U. S. (CONUS) and terminal operations at the Core 30 airports. VORs within Alaska will not be considered for discontinuance as a part of the VOR MON Implementation Program.
The VOR MON Program supports the FAA NAS Strategic Initiative as a NextGen goal of NAS Efficient Streamlined Services (NESS). NESS matches air traffic services, resources and facilities to air traffic demand, including reducing and eliminating redundant or outmoded services, facilities and equipment, and reducing maintenance costs. NESS also explores innovative business methods, technologies, or techniques for offering similar services in a more efficient and cost effective manner. Downsizing the VOR network to the minimum required for a backup navigation system provides an opportunity for cost avoidance and savings.
Primary Responsibilities:
Provide assistance in support of Eastern Service Center (ESC) Operations Support Group (OSG) projects including, but not limited to: implementation of the Very High Frequency Omnidirectional Range (VOR) Minimum Operational Network (MON), Performance-Based Navigation procedures, flight procedures systems expertise (e.g., IAPA, IPDS, TARGETS), and intra/inter-agency liaison.
Improve planning, sequencing, directing, and evaluation of assigned projects related to the VOR MON initiative. Integral to this effort is providing Subject Matter Expert (SME) for planning and coordinating new or amended Instrument Flight Procedures (IFPs) resulting from VOR MON initiatives, as well as applying Terminal Instrument Procedures (TERPs) criteria.
Establish and maintain effective communications with the aviation industry, with regions, centers, and other FAA offices in an effort to further promote the understanding, support and coordination of VOR MON program responsibilities.
Conduct evaluation of regional airport and airspace changes for impact on instrument flight procedures associated with the VOR MON initiatives. This includes improving evaluation and response to industry and users relating to VOR MON studies and feasibility analysis to determine their effect on IFPs.
Conduct evaluations of regional airport and airspace changes for noise abatement impact and compliance criteria. This includes improving evaluations and responses to industry and users relating to VOR MON noise abatement studies and feasibility analysis.
Support analysis of instrument procedure requests submitted to the Regional Airspace and Procedures Team (RAPT) for procedure development supporting the VOR MON initiatives and conduct review of aeronautical information/publications when released to confirm that air navigation information and technical data content is accurate and correct.
Initiate corrective action where discrepancies are discovered and, if necessary, accomplish amendment(s) for affected procedure(s).
Develop quantifiable performance metrics that will provide an accurate assessment of these performance objectives and the quality of service being provided to improve service.
Basic Qualifications:
National Airspace System and FAA Directives: extensive knowledge of the NAS and FAA Directives.
Planning: conduct efficient, organized data gathering and data analysis and must be able to develop reports, establish schedules, and conduct studies.
Communications: must accomplish clear and concise general and technical writing, prepare and conduct effective technical presentations, provide thorough project monitoring and reporting, and tactfully coordinate with a variety of project stake holders, peers and management levels.
Administrative: provides organized documentation, and has an awareness of general documentation systems.
Experience with TARGETS, IPDS and IAPA experience are preferred, in this order.
Computer Applications: capable of applying MS Word, Excel, PowerPoint, and Access applications, and know how to use the Internet as a data gathering and communicating tool.
Ability to obtain and/or maintain Public Trust security clearance.
Usually requires BA degree and 8-12 years of prior relevant experience OR Masters with 6-10 years of prior relevant experience OR relevant years of experience will be considered in lieu of degree.
Desired Skills:
Previous experience at a level 10/11/12 Air Traffic Control facility will receive preference. BA/BS degree from an accredited college.
