Job Description:

The SSA Leidos Business Unit is seeking a program and project management level innovation team members in Baltimore, MD.


The successful applicant will: have worked within one or more government, commercial, or healthcare markets (Federal, State and Commercial) performing a variety of strategic planning and implementation services that support applying organizational change management, agile practices, operational efficiencies, and risk mitigation in the delivery of valued customer solutions.  


The candidate will be responsible for identifying solutions to solving complex business problems revolving around infrastructure modernization and digital transformation, including addressing regulatory and compliance requirements, facilitating business process change, and initiating proposals for new enabling technologies. Working directly with the customer to perform technical, financial, and business related research in support of the client’s needs. 


Applicant may, at some point, be responsible for managing and working with a team in the analysis, formulation, development and delivery of engagement material and results. He/she may plan, develop and maintain engagement, project and program plans, develop statements of work, technical approaches, and cost estimates to perform future work. Individuals in this job family will have regular interaction with clients. Applicant may also work on projects at customer sites. Works on complex problems. Ensures budget, schedules, and performance requirements are met.


Applicant may manage activities of multiple engagement teams directly or through subordinate managers who exercise full supervision in terms of costs, methods and employees. Serve as a mentor to others in the organization in the absence of the Strategy and Innovation Officer. Establish operational objectives and assignments and delegates assignments to subordinate team members. Responsible for the strategy, formulation, development and implementation of detailed business and technology requirements.


Also responsible for developing, modifying and executing program which affect immediate operation(s) and may also have a program-wide effect. Regularly interacts with executives and/or major customers. Interactions normally involve controversial situations, customer negotiations, or influencing and persuading other senior managers.


REQUIRED EDUCATION/SKILLS:

  • Bachelor's degree in a technical or related discipline and 10+ years of IT industry related experience, (Federal, State and Commercial).
  • Must have demonstrated success in managing multiple, complex programs simultaneously, to include performance metrics such as cost, technical, schedule, subcontractor performance, and customer relationships.
  • Must also possess broad knowledge of information technology systems, infrastructures, and technologies. Must have strong proposal development experience, to include technical solutioning, costing strategies, etc.
  • Excellent organizational skills, communications skills and writing skills.
  • Position requires US Citizen or US Person (Green Card Holder) with the ability to pass a minimal background investigation.
     

DESIRED SKILLS:

  • SSA experience is strongly desired
  • MBA or Masters in Healthcare Policy or Public Health preferred
  • Project Management Professional certification preferred
  • Experience with full software development life cycle, CMM/CMMI, and HL7 desired
