Job Description:

The candidate must provide program analyst support to assist the FAA Academy in the implementation and integration of the NAS Modernization Program and agency’s international goals at the Mike Monroney Aeronautical Center (MMAC).

Specifically the candidate will:

  • Review and analyze new and proposed regulations to determine impact on international program operations and provides findings to management for review.
  • Provide research, analysis, documentation and records for audits and asset reports.
  • Research international policies and regulations to determine the relationship between program requirements and the status of program accomplishments to assure organizational efficiency and program effectiveness.
  • Plan, schedule, and conduct analyses/studies of proposed plans for accomplishing international and domestic program activities.  Determine from a programmatic perspective the viability, consistency and accuracy of plans and projections and conduct reviews to determine resource levels required to accomplish international and domestic programs in a sound and efficient manner.  Provide supporting rationale on the establishment or clarification or objectives.  Ensure that plans are consistent with program guidance.  Analyze plans for programs under the organization’s cognizance and recommend changes, as necessary to ensure that comprehensive plans are kept current and reflect FAA and regional policies, priorities, goals and objectives.
  • Establish and maintain contact with community and national groups, FAA international representatives, civil aviation assistance groups, embassies, consulates and associations whose objectives support the FAA in accomplishing its international mission. 
  • Work with foreign embassies and consulates in resolving matters pertaining to visa, passports, international travel regulations and requests for asylum.
  • Prepare documentation in support of the fiscal requirements of international participants at the Aeronautical Center and at locations throughout the United States. 
  • Conduct comprehensive orientations for international program participants upon their arrival at the Aeronautical Center for technical training; coordinate with the International Liaison Officer for all non-academic assistance and support for participants during their training periods; ensures problems relating to such activity are corrected.
  • Coordinate with the International Liaison Officer or other appropriate FAA personnel regarding the International Visitors Program.  Maintain contacts with professional organizations and other FAA offices involved with such activities.
  • Determine the need for conducting indoctrination for personnel selected for international training assignments in support of training commitments and conducts portions of the indoctrination. 
  • Provide coordination and support for the administration of reimbursable agreements which provide training, services, and/or materials requested by foreign governments, ICAO, and other US government agencies. Prepare or arrange for the preparation of other supporting narrative or statistical data.  Follow up on pending agreements and incorporate such action on established agency reporting systems. 
  • Provide assistance, guidance and continuity concerning training matters in support of the Office of International Affairs (API). 
  • Assist with the Annual Training Needs Assessment which is a process used to determine fiscal year training schedule participant slots, scheduled course offerings, organizational training gaps, and training schedule budget scenarios.
  • Complete the entry of government property data for the Government Property Management System and assist in the inventory and management of physical property.  Verify discrepancies in CASTLE. 
  • Complete all necessary documentation for international travel, including coordination with FAA employees and DOT personnel to obtain passports, visas and country clearances. Assists in the preparation of travel authorizations for international and domestic government travel for Division.  Works with the Division training coordinator to assure that all AMA-800 division employees are notified of courses that they are enrolled in and the class dates of those classes.  Follows up after the class to verify attendance.  Make entries into the FAA’s national training and learning management system (eLMS) for all courses assigned to AMA-800 and verifies the information therein.  Run reports in this system, as needed. Ensure that all incoming students are notified of course/class data in which they are enrolled, training location including room numbers, date and time of class start, and applicable hotel/motel information and telephone numbers as necessary.  Coordinate all data with the division customers. 
  • Prepare Program Review Documents for program reviews of out-of-agency training budget.
  • Modify and maintain automated systems for tracking obligation and expenditures of funds throughout the execution phase of the annual operating budget.
  • Analyze instructor and student training needs in order to provide innovative solutions.
  • Assist higher-level administrative officers or other FAA personnel in the completion of analytical studies (class management, travel administration, etc.).
  • Provide division/branch telecommunications support.
  • Manage AMA-800 suspense programs utilizing appropriate systems. Assign and track, and reconcile suspense(s) to appropriate offices of responsibility based on subject knowledge and experience. Conduct audits on the suspense program throughout suspense(s) life cycle. Provide status briefing to AMA-800 division and ensure commitments and milestones are met and delinquencies are brought to AMA-800 management attention.

Position requires a BS in Training, English or other related field. Years of experience will be considered in lieu of Bachelor's degree.
