Job Description

Leidos has an immediate need for an Nuclear Environmental Program Manager to support our federal environmental analysis business.  The primary focus of this position is to provide leadership in developing and executing business in support of the U.S. Department of Energy’s (DOE) program offices and sites in the completion of environmental documents, including environmental impact statements, environmental assessments, and related analyses for new installations and modifications.

Primary Responsibilities

Leidos provides our customers with environmental analysis support covering a range of subject areas, including land use planning; water, biological, and cultural resources, air quality, and socioeconomic and environmental justice impacts.  Additionally, our customer base requires that we are knowledgeable and have expertise in the fields of nuclear energy and radiological sciences. 

This job will minimally involve two primary areas of responsibility as: (1) First Line Supervisor; and, (2) Program Manager for DOE National Environmental Policy Act (NEPA), environmental, and related programs.

First Line Supervisor responsibilities revolve around providing primary supervision to approximately 6 staff members primarily supporting the NEPA work.   The First Line Supervisor is responsible for implementing Leidos company policies and procedures, in particular with regard to review and approval of project activities spanning work planning, completion, quality control, and invoicing; weekly staff timesheets; and review and assessment of staff members’ performance.

Program Manager (PM) responsibilities will focus on our DOE NEPA blanket purchase agreement (BPA) contract and other possible contract vehicles for providing environmental services to DOE.  The DOE NEPA BPA is currently scheduled to run through November 2021, so the PM will also play a major role in pursuing the follow-on contract.  PM responsibilities include working closely with client staff (e.g., contracting officer’s representatives, client managers, and subject matter experts).  Additionally, the PM works with Leidos staff across the company, in the pursuit, development, and management of environmental work.  This includes working with project/task order managers; technical staff inside and outside the immediate organization; Leidos project control, contracts, and subcontracts staff; and our team’s subcontractors, as well as serving as a project manager and technical contributor to NEPA efforts.

Basic Qualifications

  • Bachelor’s degree in a technical discipline, such as engineering, chemistry, physics, or environmental management with 15-20 years of prior relevant experience.

  • Work experience supporting federal environmental programs.

  • Expertise in the fields of nuclear energy and radiological sciences

  • Ability to manage large federal support programs.

  • Experience in managing projects for the DOE.

  • Subject matter expert in environmental analysis.

  • Solid working knowledge of NEPA.

  • Exceptional written and verbal communication skills.

Preferred Qualifications

  • Significant and recent project experience working with DOE, the National Nuclear Security Administration, DOE Laboratories, and other federal or Department of Defense government organizations, executing environmental and radiological analysis work.

  • Current or previous work as a staff supervisor.

  • Current or prior work with a program and/or project manager of relatively large efforts (e.g., greater than $1 million).

  • Excellent people management skills and desire to support staff training and career development.

  • DOE Q clearance
