Job Description:

Leidos is seeking an experienced Program Manager who is well-versed in government contracts to manage a national public health related survey.  The PM will be responsible for a large, complex program with centralized and task orders support requirements, subcontractor management and with multiple stakeholders to include federal organizations, universities, and health care providers.

The Program Manager will be based out of Hyattsville, MD, area supporting a US Government customer and is contingent upon contract award.
 
The Program Manager responsibilities include:

  • Serves as Program Manager for a federal government large, complex program that includes management for complex body of work that includes information technology, innovation, statistical design and development, data collection, marketing outreach across the nation
  • Manages substantial information technology contract support operations including multiple ongoing projects. Focus is broadly on all facets of IT to include software, hardware, maintenance, database design, data collection infrastructure, data manipulation, data transmission, storage, systems security and future systems innovations.
  • Actively participates in and contributes to the development and communication of strategic objectives, plans and performance metrics to meet contractual compliance
  • Maintains effective working relationships with all customers, gaining feedback and working closely with the operations leadership to modify processes to ensure performance objectives are met
  • Drives continuous process improvement to enhance performance. Works closely with operations and leaders to continually improve processes and procedures in support of program
  • Manages multiple subcontract relationships
  • Organizes, directs, and coordinates planning and production of all the contractor's support activities. 
  • Implements corrective action plans and oversees execution with internal department leads as necessary
  • Responds to client concerns in a timely manner; escalating as appropriate 
  • Ensures timely recommendations and resolutions to ensure high level of customer satisfaction
  • Interfaces with CDC management personnel, CDC contracts staff, other cognizant CDC officials and other external stakeholders. 
  • Formulates and reviews project plans, determines cost, and ensures conformance to work standards. 
  • Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates.
  • Assigns, schedules, and reviews work of subordinates.
  • Supports accountability for overall contract performance and financials.

 
Education & Experience:
 
Education Qualifications:

  • Bachelor’s degree in health services research, public health social science, business, plus 5 years of relevant experience.

 
Specialized Experience: 

  • Demonstrated program management experience using managerial, technical and/or business knowledge. Experience in directing and managing internal/external resources, communications and all functional program activities to meet contract cost, schedule and performance objectives.
  • Program management and government contract management
  • Health/Medical services domain knowledge and/or logistics/medical logistics expertise
  • Experienced with large scale public health survey with focus on outcomes that will determine the prevalence of major diseases and risk factors for diseases
  • Expertise in the management and control of funds and resources using complex reporting mechanisms, demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexity.
  • Demonstrated experience for oral and written communications with all levels of management for planning and control of projects. 
  • Demonstrated program management experience using managerial, technical and/or business knowledge. Experience in directing and managing internal/external resources, communications and all functional program activities to meet contract cost, schedule and performance objectives.
