Job Description:

Leidos is seeking a Network Operations (NetOps) Specialist to support the Service Management, Integration, and Transport (SMIT) program.  SMIT is the largest IT services program for the Navy. The Leidos team will deliver the core backbone of the Navy-Marine Corps Intranet, including cybersecurity services, network operations, service desk, and data transport. Ultimately, Leidos will support the Navy in unifying its shore-based networks and data management to improve capability and service, while also saving significant resources by consolidating efforts under one enterprise network.

The individual hired for this position will perform network operations support for a broad range of programs, including operating, maintaining, planning, designing, and evaluating various components of the Navy’s NMCI network on the SMIT program.

Primary Responsibilities

  • Support for the sites/business units in development, as well as maintenance and testing of the business recovery plans.

  • Serve as the primary liaison to the Government regarding COOP testing and disaster response.

  • Write, update, and maintain corporate and site-level continuity plans with a focus on disaster recovery plans and procedures.

  • Manage and coordinate the enterprise-wide COOP testing schedule in accordance with customer requirements.

  • Coordinate and manage the enterprise response to actual crisis events, including floods, wildfires, hurricanes, and other emergency situations.

  • Develop and maintain customized enterprise crisis management plans for multiple organization located in different regions across the country based on unique organizational requirements. 

  • Maintain the operational readiness of the infrastructure and network, by insuring the proper failover procedures are rehearsed and followed when required in response to alerts, events and incidents.

  • Provide periodic notification to Government representatives during real world failover events and exercises.

  • Act as a NetOp Liaison to the Government Battle Watch and designated leaders for emergency and/or disaster response activities.

  • Work with Cyber Security analysts to ensure enterprise information flow is secure.

  • Ensure effective and efficient operation of network systems, architecture, and topology.

  • Monitor to ensure all operating systems are functioning properly and conform to operation security policies and procedures during emergency and/or disaster response activities.

  • Assist with the development and application of business processes to ensure appropriate service levels.

  • Develop and implement emergency and disaster response standards, procedures, and processes for the Network Operations Center.

  • Prepare recommendations for resolutions to emergency and disaster response NetOps challenges based on monitoring results, tools analysis, and/or forensics.

  • Track and manage status on system outages, deviations to established enterprise baseline and upgrades to the network that would have an impact on ITSC execution.

  • Advise Enterprise Stakeholders of ITSC requirements and limitations.

  • Maintain technical competence in all areas of emergency and disaster response operations.

  • Evaluate and report on new ITSC technologies to enhance capabilities and make emergency and disaster response more efficient.

Basic Qualifications

  • BS Bachelor of Science degree (or equivalent) in Cybersecurity, Information Security, IT, EE, Network Engineering, Computer Science, or related field with 8+ years of prior relevant experience.

  • Experience preparing executive level correspondence and documents on operational concepts and capabilities for Business Continuity and Disaster Recovery.

  • Experience developing Business Impact Analysis (BIA) reports for upper management review of operational changes to the IT environment using a cost/benefit approach.

  • Familiarity with DoD security and reporting requirements.

  • US Citizen and DoD Secret Clearance

  • Possess or obtain by July 31, 2021: Computing Technology Industry Association (CompTIA) Security+

  • Willing to perform shift work

Preferred Qualifications

  • Hands-on Experience in working with DoD networks, including NIPR, SIPR, and PPSN.

  • Demonstrated experience working with networking technologies and data centers.

  • Exceptional communication abilities, both verbal and written, including business writing on complex topics.

  • An entrepreneurial spirit with the ability to drive innovation independently; have a passion to improve at every opportunity.

  • Ability to define program goals and roadmaps based on customer needs and strategic direction, and ensure that committed projects are delivered on schedule by the relevant team members.

  • Ability to work in a matrix organization with other teams to resolve issues and communicate status effectively to peers, subordinates and program leadership.

  • Possess an Original Equipment Manufacturer (OEM) network support certification and/or an Operating System (OS)/Application Certification such as:

    • Microsoft Technology Associate (MTA)

    • Microsoft Certified Solutions Associate (MCSA)

    • Microsoft Certified Technology Specialist (MCTS) certification for Enterprise Services

    • Microsoft Certified Solutions Associate (MCSA)

    • FEMA certification for Emergency Management
