The Systems and IT Services Engineer (SE) is responsible for all of the system design and technical integration engineering required to fulfill the organizations IT Systems Strategic Plan and exceed our customers’ expectations. Working within the Systems Engineering and Architecture Team, the SE is fully responsible for the technical planning needed to enable the customers’ business processes in IT. The SE will use their knowledge of the current IT marketplace and design technical solutions that the eIT PMO will then deploy to support the commands mission. Working with the Chief Architect and the rest of the SE&A team, the SE will be responsible for the design and engineering of current system evolution and future systems in alignment with the approved architecture and business requirements. Additionally, the SE provides appropriate engineering support and technical analysis with ongoing development and sustainment of solutions.
Develop new system design plans and engineering products including documentation, models and relevant engineering/architecture artifacts Establish system design and functionality models and documentation Be accountable for the development and maintenance of the organizations technical architecture and related solution engineering work Be self-motivated to discover new industry related technologies and solution models Responsible for detailing the organizations cloud technical transition and evolutionary change Evaluate and support the installation of developed or COTS software during various phases of testing Support preventive maintenance of applications and operating systems, as well as assessing of database and operating system problems Review and prepare documentation for system test and installation of software Work to meet scheduled milestones in the Integrated Master Schedule Support the development of schedules, plans, and implementation of database and system upgrades Provide systems engineering support for network and communication/information routing design and management Assess with the external network management team and all available documentation to ensure that all required ports are defined and documented, and as possible, all requests for such submitted/tracked Support systems/environment solutions for multiple projects with varying schedules and interface with vendors for solution of trouble calls Participate in database and operating system security management such as evaluating IA patches, Compliance IA controls, and providing engineering support in documenting vulnerability findings Interact with peers on a daily basis and during review board meetings, interaction with customers and/or function peer group leads and managers Investigates and gains knowledge on new methods and technologies. Particularly relating to the application of technology to the field of Medical Research Apply knowledge of IT systems, hardware, software, networks, databases and vendor services to support all eIT PMO activities Assist the Chief Architect in delivering services and capabilities that fulfill the eIT PMO’s strategic plan and the needs of our customers
SECONDARY AND/OR MORE SPECIFIC DUTIES:
Be enthusiastic to meet the customers’ needs Develop recommendations for and document the proper data back-up and recovery methodology for a given system, this includes:
Provide documentation needed for the operations team to accomplish the means of data backup
Research, engineer and document system back and restoration capabilities
Research, engineer and document system(s) disaster recovery process
Track and provide integration engineering support for vendor software releases and security patches Engineer the system upgrade process and data migration plan in conjunction with the Systems Engineering and Architecture Team and the Operations Team Support the update of all vendor supplied data libraries and supporting software capabilities Document all system technical configurations Proactively review operational system designs and system operations for problems and work with the operations Team to resolve Review CR/CP/Test plan for every change Collaboratively identify areas of opportunity within the portfolio’s service offerings and capabilities Identify solutions to address areas of opportunity within the eIT-PMO's service offerings and capabilities Work with external service providers on solution design and service adoption and integration.
BS and 4 – 8 years of prior relevant experience or Masters with 2 – 6 years of prior relevant experience. Experience may be substituted in lieu of degree.
CompTIA Security+ certification preferred. Experience in Microsoft server administration or administration of VM Ware preferred. Experience in Oracle database administration or MS SQL Server 2008 preferred. Excellent English, written and interpersonal communication skills. Successfully complete a Single Scope Background Investigation (SSBI).
Required Knowledge, Skills and Abilities: knowledge of applicable highly complex office procedures and techniques relating to position. Maintain a professional and courteous manner at all times Must be able to work independently following a brief period of specific technical training, and also be a strong team player when called upon. Understanding of Microsoft Office (Word, Excel, Project and Visio). Be detail oriented and demonstrate the ability to absorb and clearly document complex problems. Energetic team player with an affinity for problem solving Enthusiasm for continuous learning. Physical capabilities: work may involve long periods of sitting and or standing. (office environment)
