Job Description:

The Enterprise and Cyber Solutions (E&CS) Operation within Leidos’ Defense Group is seeking an experienced senior program manager in Fort Meade, MD to manage the Joint Regional Security Stack (JRSS) Task Order for the GIG Service Management – Operations II (GSM-O II) contract.   As a key enabler of DoD Joint Infrastructure Environment (JIE) security architecture, JRSS supports multiple capability gaps captured in the JIE Initial Capability Document.  JRSS provides centralized network defenses, management, and command and control to defend, operate and respond to cyber threats, reduces the avenues of attack throughout unclassified and secret level networks, supports advanced threat analytics, and improves responsiveness to attack.   
 
The successful candidate will report to the GSM-O II Division Manager and will manage a large team of IT professionals located in the DC/MD/VA area as well as some additional sites within CONUS.       The task order provides support the DISA JRSS Government Program Management Office in the areas of JRSS Customer Migrations, JRSS Tools / Technologies,  JRSS Integration/Test/Acceptance, and JRSS Lab/Tier 3 support in addition to other back office functions.

The successful candidate primary responsibilities will be:

  • Overall programmatic (cost, schedule, performance) responsibility for the execution of the task orders

  • Financial performance (revenue, operating income, margin) against the Annual Operating Plan, including a focus on maximizing profitability.

  • Communicate critical and time sensitive program-related information directly to the GSM-O II Leadership, or other delegated Government program personnel

  • Perform as key point of contact for client relations and engage regularly to determine priorities based on the Customer guidance 

  • Engage with other GSM-O Task Order Managers to achieve synergy and efficiency

  • Create continuously improved service delivery

Qualifications:

  • BA/BS or equivalent experience and 12+ years of prior relevant experience or Masters with 10+ years or prior relevant experience.

  • 7+ years of experience supervising or leading teams or projects.

  • Experience shall include regular communications with the supported organization’s senior executives and direct accountability for managed activities.

  • Candidate must possess an active DOD Secret level security clearance, and be eligible to obtain and maintain a Top Secret level clearance.

  • Previous experience as a Senior Program Manager  or equivalent with broad expertise guiding project and operations at or above the $50M per year level across multiple related IT disciplines throughout the project lifecycle

  • Experience leading programs with year over year financial growth and strong margin growth.

  • Excellent written and oral communication capability

  • Experience and ability to successfully negotiate and influence others to understand and accept new concepts, practices and approaches.   Ability to drive employee culture change and transformation.

  • PMP certification

Preferred:

  • TS/SCI Eligible in JPAS

  • Prior experienced with DISA and DISA’s support to mission partners
