Job Description:

Leidos currently has an opening for a Program Manager who will work within the Military and Veteran's Health Solutions Operation to manage a critical program supporting the VA customer. Responsibilities will include delivery of the Central Mail Portal system used in processing benefit claims.

Primary Responsibilities

  • Day-to-day operations support of contract, subcontract, finance, security, staffing, and procurement
  • Monitor and manage program performance, risk, cost and schedule; quality review and submission of all deliverables
  • Lead program teams, and interface with Customer
  • Prepare contract modification proposals (technical and cost)
  • Develop standard Key Performance Indicators to be utilized in the management, tracking and reporting.
  • Develop review agendas which will be agreed to in advance of the reviews to include briefings by the PM and key staff, interviews with key staff, additional artifact review, and if possible, interviews with key customers
  • Assess project issues and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives; any review findings will require corrective action plans for the program team
  • Monthly status of review findings and corrective actions
  • Review status of projects and budgets, manages schedules, and prepares status reports.
  • Monitor project progress and for intervention and problem solving with project managers, line managers, clients and other stakeholders

Basic Qualifications

  • Bachelor’s degree in engineering, computer science, systems, business or related scientific/technical discipline
  • 10 years of overall experience and 5 years project / program management experience
  • 5 years of supervising/leading teams, partnering with senior/executive business leadership to drive and deliver results
  • 5 years of experience managing IT development and maintenance projects
  • Demonstrates ability to collaborate across multiple organizational components to drive operational excellence
  • Leverages deep understanding of project management concepts to proactively identify and address any issues to ensure successful program execution against baseline
  • Demonstrates skills in monitoring the status of the project/ program scope, managing changes to the scope baseline (if needed), and formalizing client’s acceptance of the completed project/ program deliverables
  • Shows skills in creating project schedules that capture all actions to be performed to deliver complex project deliverables successfully
  • Demonstrates knowledge of cost management techniques to identify cost trends and forecast final costs, noting variations while developing and applying corrective actions as necessary
  • Demonstrates ability to adapt and change at the pace required in today’s Federal Health marketplace
  • Leverages quality standards to continually define and implement strategies for improving processes, projects, and programs, while eliminating activities that do not add value
  • Utilizes strong understanding of team dynamics to build constructive and effective project and program teams, anticipate team challenges and plan contingencies
  • Leverages a deep understanding of risk management processes sufficient to direct complex processes and develop robust risk mitigation plans
  • Leverages deep understanding of communication needs across various stakeholders to manage communication messaging and distribution via various channels
  • Applies stakeholder management skills to improve the understanding, cooperation, and effectiveness of diverse stakeholders on a project/ program
  • Experience managing government contracts
  • Experience managing and/or creating process documentation and improvement plans
  • Excellent client-facing communication skills
