We are seeking a Program Manager to work with the best and brightest to lead and manage a large cloud enterprise and infrastructure program for the Department of Treasury.  You will work in a fast-paced and diverse environment, enjoy flexible work arrangements, and will have a management team that encourages your career development and growth.   In this role, you will gain many intangible skills, such as time and task management, critical thinking and problem solving, the ability to communicate complicated problems in a concise manner, as well as solve complex problems using available tools.

Primary Responsibilities

  • Managing all of the finance, contract, and subcontract support to program and resolving issues;

  • Supervise all aspects of Leidos personnel technical performance on the program, providing feedback as appropriate to leadership, and resolving problems as they arise to ensure successful execution

  • Responsible for day-to-day management as well as long-term strategic development

  • Coordinate Leidos resources needed for effective program management, including but not limited to, HR support, Talent Acquisition, contracts administration, security, and finance support.

  • Experience developing and managing labor Bases of Estimation and Bills of Material

  • Experience developing and presenting Cost Account financial data, including cost variance, estimates to complete, and variances at complete

  • Experience meeting with customer and contractor personnel to formulate and review task plans and deliverable items, and effectively execute in accordance with approved plans

  • Managing and mentoring program personnel to ensure continuing career development;

  • Working with different customer groups to ensure all schedules are filled and management processes are streamlined and implemented throughout the workforce;

  • Working with end customers, subcontractor partners, and Leidos recruiters to ensure customer staffing requirements are filled;

  • Briefing the program’s status at multiple levels of management;

  • Providing funding guidance to multiple customers based on budgets and mission needs;

  • Ensuring that projects are properly and adequately funded;

  • Addressing program status and being responsive to customers and management;

  • Remaining conscious of facility security practices and policies to ensure that all personnel are compliant;

  • Establishing and implementing streamlined processes and procedures to enable rapid program responses for all requirements;

  • Manage deliverables and complete briefings, program reviews, and slide decks as required by Leidos leadership

  • Manage complex tasks within budget and schedule constraints.

  • Demonstrate strong management and leadership; written and oral communications skills; familiarity with industry best practices; ability to serve as primary POC to Prime contractor


  • Eligibility for a Public Trust Clearance

  • Bachelor’s degree and a minimum of 8 years’ experience with the management of an enterprise IT service delivery and management program

  • Experience managing programs of similar size and scale ($250M, 200 FTEs)

  • Certified Project Management Professional Certification (PMP) or Program Management Professional (PgMP)

  • 10+ years in specialized, relevant technical experience in systems development and engineering

  • Experience with program life cycle milestones 

  • Demonstrated experience leading programs with complex cloud and IT solutions

Preferred Qualifications

  • ITIL v3/4 certification

  • Treasury support experience

  • 8+ years of experience in IT engineering and enterprise IT solutions with 6+ years focused on enterprise cloud solutions.

  • Cost account management experience, certification, or equivalent

  • Experience transitioning a program from several disparate activities into an enterprise-like approach

  • Experience with program life cycle milestones

  • Demonstrated experience in disaster recovery, network engineering/security, Information security, storage, solution architecture, high availability, communications
