More About the Role:
Leidos is seeking a senior engineering manager to lead the Environment & Tools Team for the SMIT Program, the largest IT services program for the Navy. Under the Service Management, Integration, and Transport (SMIT), Leidos team will deliver the core backbone of the Navy-Marine Corps Intranet (NMCI), including cybersecurity services, network operations, service desk, and data transport. Ultimately, the Leidos team will support the Navy in unifying its shore-based networks and data management to improve capability and service while also saving significant dollars by focusing efforts under one enterprise network. The successful candidate will support planning, designing, and evaluating various tools and data support for the NMCI network.
The successful candidate will provide oversight for multiple lab environments, as well as, the operations and maintenance of network management tools, scripts, applications, and data. The lab environments support testing and validation of tools/capabilities prior to production implementation. These changes may be updates to current/existing configurations or tools, or the changes may introduce new technologies/tools into the environment. Within this environment, tools will be leveraged to deliver the IT services and ongoing program support, and the candidate will oversee the implementation of these tools. The candidate will work with the customer and Leidos functional/technical groups to formulate a sound approach and develop artifacts including plans, schedules, recommendations, and tools technical artifacts. The candidate will lead a team of engineers responsible for the lab environment, tools, and data and provide for the development and staffing of skilled resources for evolving task order mission requirements. The candidate will also oversee subcontractor staff supporting these efforts.
What You'll Get to Do:
•Operate and manage environments for proof of concepts, engineering new solutions, modifications/upgrades, and testing of tools.
•Evaluate tools/software during transition phase to determine transition needs/artifacts/plans.
•Participate in the planning of tool upgrades, replacement, configuration, and maintenance.
•Oversee the engineering/design/plans for tools in categories such as: Productivity, End user support, Networking, Cloud computing, ITservice management, Systems Engineering, Security.
•Provide support for Government-led testing and coordinate with the Government to establish prioritization of test events.
•Lead analysis, review, and validation with customers, stakeholders, and team members for NMCI projects and changes related to tools and data.
•Ensure connectivity between the environments and other sites and networks.
•Maintain the baseline for the environments and produce drawings/documentation including updating system models.
•Provide audit documentation to highlight differences between environments.
•Maintain the baseline lab configuration such that it mirrors production.
-Collaborate with Cybersecurity to create the necessary packages for Accreditation as required by the solutions planned for implementation.
•Significant collaboration and coordination with external customers, management, subcontractors, vendors, and other engineering disciplines.
•Comply with ITSM processes and procedures, Model Based Systems Engineering (MBSE) governance, and Cybersecurity requirements within the DoDI 8500.01 and DON 5239.
•Develop and maintain processes, checklists, and procedures for tools and data.
•Perform manager functions such as department meetings, performance management, timecard approvals, one-on-ones, training, etc., to provide employees with appropriate Leidos management/oversight.
•Manage subcontractor activities and plans for any subcontracted workload.
You'll Bring These Qualifications:
•Requires a BA/BS or equivalent experience and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience (preferably in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university).
•Must be a U.S. Citizen and possess an active Secret clearance to start the program.
•Experience in managing a laboratory environment and leveraging multiple toolsets to support a solution.
•Experience with communicating with vendors, prototyping solutions, and selecting technologies for implementation.
•Possesses broad knowledge base with key IT technologies, system engineering, IT processes and lifecycle methodologies, technical project execution and management, and IT modernization and transformation.
•Excellent written and oral communication capability.
•Experience and ability to successfully negotiate and influence others to understand and accept new concepts, practices and approaches.
•Ability to drive employee culture change and transformation including driving continuously improved service delivery.
-Motivated self-starter with ability to lead and work in a matrix organization and communicate effectively with peers, subordinates and program leadership.
•Strong analytical, communication and troubleshooting skills that enable proactive and effective collaboration with a virtual team, including the ability to clearly articulate status and present to both customers and program leadership.
•Technical knowledge and skills in the following areas: tool evaluation and analysis, tool configuration, tool login/authentication/authorization.
•Experience in collaborating with other enterprise technologists both internal and external to resolve complex technical issues.
•Travel may be required.

•Experience working on DoD programs, specifically Navy programs.
